ADDENDUM TO RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2007-02321 INDEX CODE: 111.05 XXXXXXX COUNSEL: None HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: The referral Officer Performance Reports (OPRs) rendered for the periods 28 September 1999 through 27 September 2000 and 11 March 2002 through 10 March 2003 be declared void and removed from his records prior to meeting the Fiscal Year (FY08) Line and Health Professions Major Promotion Selection Board. ________________________________________________________________ _ STATEMENT OF FACTS On 29 November 2007, the applicant's request for his OPRs rendered for the periods 28 September 1999 through 27 September 2000 and 11 March 2002 through 10 March 2003 to be declared void and removed from his records prior to meeting the Fiscal Year (FY08) Line and Health Professions Major Promotion Selection Board was considered and denied by the Board. For an accounting of the facts and circumstances surrounding the applicant’s request, and, the rationale of the earlier decision by the Board, see the Record of Proceedings at Exhibit F. On 29 April 2008, the applicant submitted a request for reconsideration. To support his request, he provided letters of support from his previous commanders, his congressman, and coworkers. The applicant's complete submission, with attachments, is at Exhibit G. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: After a thorough review of the evidence of record and applicant’s submission, we remain unconvinced that he was the victim of either an error or an injustice. We conclude the contested OPRs were appropriate based upon the evidence supplied by the existing record. The applicant, along with the statements provided, still has not established to our satisfaction that the bases for the ratings were unfounded.
