RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2007-02521 INDEX NUMBER: 131.00 XXXXXXX COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: The Officer Selection Brief (OSB) prepared on him and viewed by the CY07A Colonel Central Selection Board be corrected to accurately reflect his duty history. He be considered for promotion to the grade of colonel by special selection board (SSB) for the CY07A Colonel Central Selection Board. ________________________________________________________________ _ APPLICANT CONTENDS THAT: His records met the board with an inaccurate duty history which put him at a disadvantage compared to his peers. The promotion board did not have an accurate reflection of his duties and future leadership potential. Just recently, the commander hired an experienced civilian employee who had military personnel flight experience and was able to correct the errors in his record. In support of his application, the applicant provides a personal letter, copies of his OSB, and an email from the AF Personnel Center. Applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant is currently serving on active duty in the grade of lieutenant colonel with a date of rank of 1 January 2001. Applicant was considered and not selected for promotion by the CY07A Colonel Central Selection Board. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPAMF2 deferred to AFPC/DPPPO for SSB consideration but states the three organizations the applicant requested for correction in his duty history application were disapproved by the Total Force Contact Center. His officer performance reports (OPRs) reflected that he was either at a squadron or group with duties at either the wing or MAJCOM. AFPC/DPAMF2's complete evaluation is at Exhibit C. AFPC/DPSOO recommends denial and states he did not exercise reasonable diligence in maintaining his record. The applicant contends the assignment history block on his OSB reflected errors that he has been diligently trying to get corrected for years, but to no avail. He states that it wasn't until recently that an employee who had MPF experience was able to successfully correct 14 errors based on his OPRs. However, he was not provided any evidence to show he tried to correct his OSB prior to the CY07A promotion board. In addition, the applicant contends that due to established policies, some errors cannot be changed; however, AFPC/DPMAF2 states that those entries were administratively correct. But his concern was the board was not aware that he actually worked at wing and MAJCOM levels by looking at his OSB. AFPC/DPSOO's complete evaluation is at Exhibit D. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: In his response to the Air Force evaluations, the applicant respectfully asks the Board to provide this faithful airman a correction of his military records, along with an SSB so he can compete on a level playing field. His OSB that met the CY07A promotion board contained administrative errors which he diligently tried to correct over his many years of service. Now, all he has is his word as an officer and circumstantial evidence to request a SSB based on an incorrect OSB containing key errors. Bottom-line, there were enough inaccuracies in his OSB that it did not reflect an accurate assessment of his promotion potential. Applicant's complete response, with attachments, is at Exhibit F. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After reviewing the evidence of record, we are not persuaded that the applicant’s records are in error or unjust. The applicant’s contentions are noted; however, in our opinion, the detailed comments provided by the Air Force offices of primary responsiblity adequately addressed those allegations. In this respect, we are not persuaded by his contentions that he exercised due diligence in making sure the corrections were processed in a timely manner and thereby ensured that his records were correct prior to the convening of the promotion board. Therefore, we agree with opinion and recommendation of the Air Force office of primary responsibility and adopt their rationale as the basis for the conclusion that the applicant has not been the victim of an error or injustice.
