RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2007-03372 INDEX CODE: 110.00 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: Her DD Form 214, Certificate of Release or Discharge from Active Duty, Block 11 should read 3N0X1, Public Affairs, 18 months; 42652, Jet Engine Mechanic, 3 years and 2 months. ________________________________________________________________ APPLICANT CONTENDS THAT: The Air Force Personnel Center (AFPC) left the additional Air Force Specialty Code (AFSC) off her DD Form 214. In support of her request, the applicant provided a copy of DD Form 214. The applicant's complete submission, with attachment, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant entered the Regular Air Force on 23 Sep 85. She was honorably retired on 1 Sep 07 and is credited with 21 years, 11 months, and 8 days active service. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSIDC recommends denial. Neither the documents the applicant provided nor the documents included with the application support the corrective action requested. DPSIDC states that based on the performance reports available in the applicant’s records, they were able to determine that the applicant performed duty in AFSCs 426X2, Jet Engine Mechanic, 791X0, Public Affairs, and 3N0X1, Public Affairs. Although the applicant served in AFSC 791X0, effective 1 Nov 93, this AFSC was later deleted and changed to 3N0X1. Only an AF Form 2096, Classification or On-the-Job Training Action, a P-Series Order, PC-III generated AFSC action notice, or a report on individual person (RIP) can serve as valid source documents to award an AFSC, not performance reports. DPSIDC state they cannot support corrective action because they cannot determine with certainty the length of time the applicant performed in AFSC 426X2 and the skill level attained. ________________________________________________________________ _ APLICANT’S REVIEW OF THE AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 Feb 08 for review and comment within 30 days. As of this date, this office has not received a response. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial relief. We took notice of the applicant’s complete submission in judging the merits of the case and although we were unable to determine that she served in the 426X2 AFSC for the three years and two months she requested, we do note that her duty history indicates she performed duties in the 426X2 AFSC for 2 years and 11 months, from 19 Mar 86 to 1 Sep 88. If she can provide additional documentation to show she performed for a longer period of time in the 426X2 AFSC the Board is willing to reconsider her application. Therefore, we recommend her records be corrected only to the extent indicated below. ________________________________________________________________ _ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that her DD Form 214, Certificate of Release or Discharge from Active Duty, Block 11, reflect “42652 – Jet Engine Mechanic, 2 years 11 months; 3N071 – Public Affairs Craftsman, 18 years 10 months” rather than “3N0X1, Public Affairs, 21 years and 9 months.” ________________________________________________________________ _ The following members of the Board considered Docket Number BC- 2007-03372 in Executive Session on 10 June 2008, under the provisions of AFI 36-2603: All members voted to correct the records, as recommended.
