RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2008-03564 INDEX CODE: 110.00 COUNSEL: NONE HEARING DESIRED: YES _________________________________________________________________ APPLICANT REQUESTS THAT: Her reentry (RE) code “2Q” (Personnel medically retired or discharged) be changed to "1Q" to allow her to reenter military service. _________________________________________________________________ APPLICANT CONTENDS THAT: Her depression problems were temporary. She now has a good support system. Her physician has cleared her to return to active duty. In support of her request, applicant provides a copy of her DD Form 214, Certificate of Release or Discharge from Active Duty, and a medical note from her physician. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 26 Aug 03, the applicant contracted her initial enlistment in the Regular Air Force. On 20 Jan 05, she was evaluated by the Life Skills Support Center (LSSC) and was diagnosed as having depressive disorder, not otherwise specified, occupational problems. Due to the pervasive and chronic nature of her mental illness it was recommended that she undergo a Medical Evaluation Board (MEB). On 10 Feb 05, she underwent a MEB. The MEB diagnosed her as having depressive disorder and referred her to the Informal Physical Evaluation Board (IPEB). On 29 Mar 05, the IPEB recommended discharge under other than Chapter 61, 10 USC, for a condition that existed prior to service. The IPEB noted she had depressive symptoms since age 16. On 30 Mar 05, she concurred with the findings of the IPEB. On 9 May 05, she was medically discharged with an honorable discharge. She served 1 year, 8 months and 14 days on active duty. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSD recommends denial. DPSD states a service member who is approved for a medical retirement or separation will receive an RE code of "2Q." The AFPC/DPSD complete evaluation is at Exhibit C. DPSOA recommends denial. DPSOA states there is no evidence to support a change of the "2Q" RE code. The code "1Q" applies to service members who have 20 years or more of service. The RE code "2Q" is the authorized code for a service member who was medically retired or discharged. The AFPC/DPSOA complete evaluation is at Exhibit D. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant reviewed the Air Force evaluations and states her intention is to reenlist and complete her term of service with an option to reenlist. She would like to make a career of the military. She understands she may not be able to return to the Air Force, but she is willing to go into another branch of service. The applicant's complete response is at Exhibit F. _________________________________________________________________ AFBCMR MEDICAL CONSULTANT'S EVALUATION: The AFBCMR Medical Consultant recommends denial. The Medical Consultant states the applicant's history of depression poses an unreasonable health and mission risk should she experience an unexpected exacerbation or recurrence of her medical condition under the intense operational conditions and extreme mental stressors that confront all members of the Armed Forces. Furthermore, the applicant's co-morbid personality disorder poses a contributory risk for a maladaptive behavior, under the stressors that are beyond her control within a military environment. The AFBCMR Medical Consultant's complete evaluation is at Exhibit G. _________________________________________________________________ APPLICANT'S REVIEW OF THE MEDICAL CONSULTANT'S EVALUATION: A copy the Medical Consultant's evaluation was forwarded to the applicant on 12 Jun 09, for review and response within 30 days. As of this date, no response has been received by this office. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or an injustice. Applicant’s contentions are duly noted; however, we are not persuaded the applicant has been the victim of an error or injustice. At the time members are separated from the Air Force, they are furnished an RE code predicated upon the quality of their service and circumstances of their separation. After a thorough review of the evidence of record, we believe that given the circumstances surrounding the applicant’s separation, the RE code issued was in accordance with the appropriate directives. Although the applicant appears to be doing well, no evidence has been provided to indicate her medical condition could tolerate the stressors of a military environment. Therefore, in the absence of evidence to the contrary, we find no compelling basis to recommend granting the relief sought in this application. 4. The applicant's case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issue involved.
