He be awarded the Air Force Overseas Ribbon-Short Tour (AFOR- ST). 2. He be awarded the Air Force Overseas Ribbon-Long Tour (AFOR-LT). 3. He be awarded the Senior Guided Missile Insignia – administratively corrected. ___________________________________________________________________ APPLICANT CONTENDS THAT: 1. He was assigned to Korea from Oct 54 to Jun 55 and believes he qualifies for the award of the AFOR-ST ribbon. 2. He was assigned to Japan from Jun 55 to Jan 58; he was also assigned to Alaska from Feb 63 to Oct 65 and believes he qualifies for the award if the AFOR-LT. 3. He performed Explosive Ordnance Disposal (EOD) duties from 1953 until he retired in 1971. His specialty code was 46490 from 1960 to 1971. In support of his request, the applicant provides a copy of a letter from the National Personnel Records Center, a copy of his personal statement, and copies of his special orders. His complete submission, with attachments, is at Exhibit A. ___________________________________________________________________ STATEMENT OF FACTS: The applicant served in the Regular Air Force from 10 Nov 48 and retired on 1 Sep 71 in the grade of chief master sergeant (E-9). AFOR-ST Criteria: Authorized by the Chief of Staff, U.S. Air Force, 12 Oct 80. Before 6 Jan 86, the ribbon was awarded to Air Force and Air Force Reserve members credited with completion of an overseas tour on or after 1 Sep 80. Air Force and Air Force Reserve members serving as of 6 Jan 86, or later are entitled to reflect all Air Force overseas tours credited during their career. A Service member may wear both ribbons, if appropriate. The short tour ribbon takes precedence over the long-tour ribbon when both are worn. AFOR-LT Criteria: Authorized by the Chief of Staff, U.S. Air Force, 12 Oct 80. Before 6 Jan 86, the ribbon was awarded to Air Force and Air Force Reserve members credited with completion of an overseas tour on or after 1 Sep 80. Air Force and Air Force Reserve members serving as of Jan. 6, 1986 or later are entitled to reflect all Air Force overseas tours credited during their career. A service member may wear both ribbons, if appropriate. The short tour ribbon takes precedence over the long-tour ribbon when both are worn. ___________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. DPSIDR states the applicant served overseas in various locations; however, his service was prior to the awards being established in 1980. Therefore, he does not meet the criteria for entitlement to the AFOR-ST and AFOR-LT. The DPSIDR complete evaluation is at Exhibit C. ___________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 16 Jul 10 for review and comment within 30 days. As of this date, this office has received no response. ___________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice with regard to the applicant’s request for the AFOR-ST and AFOR-LT. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted.
