RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2010-02383 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: 1. His Narrative Reason for Separation of "Personality Disorder" be removed from his record. 2. The Reentry (RE) Code of “2C” which denotes "Involuntarily separated with an honorable discharge; or entry-level separation without characterization of service” be changed to a RE code of “1.” _________________________________________________________________ APPLICANT CONTENDS THAT: At the time of his separation, he was experiencing a family hardship. In support of his request, the applicant provides copies of his DD Form 214, Certificate of Release or Discharge from Active Duty; his medical report, and letters of commendations. The applicant’s complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: On 13 April 2000, the applicant enlisted in the Regular Air Force. On 24 April 2000, the applicant was diagnosed with an Adjustment Disorder with Depressed Mood. The Chief, Inpatient Psychiatric Service recommended he be processed for an entry level separation. On 28 April 2000, the squadron commander notified the applicant that he was recommending he be discharged from the Air Force under the provisions of AFI 36-3208, Administrative Separation of Airmen, under Mental Disorders. The commander recommended he receive an entry level separation. The applicant was advised of his rights and acknowledged receipt of the notification. At that time, the applicant consulted with legal counsel and waived his right to submit statements in his behalf. The discharge authority directed the applicant be discharged from the Air Force with an entry level separation without probation and rehabilitation. On 4 May 2000, the applicant was discharged by reason of Personality Disorder with a Separation Code of JFX, and a RE code of 2C. He served 22 days on active duty. The remaining pertinent facts are contained in the evaluations prepared by the offices of primary responsibility at Exhibits C and D. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSOS states the applicant's records are in error because the Separation code of JFX does not accurately reflect his diagnosis of an Adjustment Disorder. DPSOS recommends his records be corrected to reflect "Secretarial Authority" with a separation code of "KFF". DPSOS does not recommend a change of the applicant’s RE code. The complete DPSOS evaluation is at Exhibit C. AFPC/DPSOA recommends denial. DPSOA states the applicant has not provided proof of an error or injustice in reference to his RE code. The applicant cannot be awarded a RE code of 1J because he was not selected for reenlistment by his commander under the Selective Reenlistment Program (SRP). The complete DPSOA evaluation is at Exhibit D. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 17 December 2010, copies of the Air Force evaluations were forwarded to the applicant for review and comment within 30 days. As of this date, there has been no response received by this office. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial relief. In this respect, we note that the office of the Secretary of Defense released updated standardized codes to specifically identify mental disorders. Prior to this change, all mental disorders were grouped under the code for “Personality Disorder.” Since the applicant was actually diagnosed with an “Adjustment Disorder,” but was discharged prior to the 2004 change, DPSOS recommends his separation code be changed to “KFF” and his narrative reason for separation be changed to “Secretarial Authority.” We agree with their recommendation and believe it is in the interest of justice to change his records to reflect the more favorable code and reason. We also agree with the recommendations of DPSOS and DPSOA to deny the applicant’s request to change his reentry code. Therefore, we recommend the record only be corrected to the extent indicated below. _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT, be corrected to show that, in conjunction with his entry level separation on 4 May 2000, he was issued a narrative reason for separation of "Adjustment Disorder" rather than "Personality Disorder", and a separation code of "JFY" rather than "JFX." _________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2010-02383 in Executive Session on 30 March 2011, under the provisions of AFI 36-2603: All members voted to correct the records, as recommended.
