RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-00088 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His honorable discharge be changed to a medical discharge. _________________________________________________________________ APPLICANT CONTENDS THAT: He suffered a stroke while undergoing an elective surgery in Nov 86. At that time, he was assigned to a Guard unit. In support of his request, the applicant provides excerpts from his official military personnel and medical records. His complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The relevant facts pertaining to this application are contained in the letters prepared by the appropriate offices of the Air Force. Accordingly, there is no need to recite these facts in this Record of Proceedings. _________________________________________________________________ AIR FORCE EVALUATION: NGB/A1POE does not provide a recommendation. A1POE states the applicant was eligible for reenlistment; however, it may be possible that his unit was not aware of his medical condition. If they were aware, it is doubtful they would have listed him as eligible to reenlist. Regrettably, since it has been over 24 years since the applicant was separated, the only record on the separation is the NGB Form 22, Report of Separation. A1POE recommends the applicant appeal to the Discharge Review Board (DRB) if he feels the initial characterization is not justified. The NGB/A1POE complete evaluation is at Exhibit C. A1PS recommends denial. A1PS also states the applicant should submit a request to change his characterization of service to the DRB if he believes the initial characterization is not justified. The A1PS complete evaluation is at Exhibit D. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: The applicant responded by stating that his unit was unaware of his chronic medical struggles. He scheduled his elective surgeries in Nov 85, Apr 86, and Aug 86, so that he would not miss his monthly training sessions. However, there was a complication in Nov 86 where he had a stroke during surgery that affected his left side. The applicant’s complete submission is at Exhibit F. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice We are not persuaded on the evidence furnished to grant him a medical discharge. We note the applicant’s assertions concerning his medical struggles in 1985-1986; however, we do not find they are substantiated by the evidence he provided or the information in his military personnel records.
