RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-00415 COUNSEL: NO HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His physical fitness test (PFT) be deleted from his records. _________________________________________________________________ APPLICANT CONTENDS THAT: There was a breakdown in communication and he was misinformed about the PFT process that led to an unsatisfactory score. In support of his request, the applicant provides of a copy of a letter of support. The applicant’s complete submission, with attachment, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of staff sergeant (E-5). AFPC/DPSIMC sent a letter to the applicant requesting additional supporting documentation to substantiate his claim. Specifically, they asked for a copy of his paid travel voucher to validate when he returned from his deployment and a copy of his 42-day exemption requested by his Unit Fitness Program Manager (UFPM) and the disapproval letter from the 55 FSS Fitness Assessment Cell (55 FSS/FAC). _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends denial. DPSIM states the applicant returned from his deployment on 30 Sep 10 and completed his fitness assessment on 6 Oct 10. During the test the applicant became ill and was unable to complete the test. The UFPM informed the applicant that he was eligible for the 42-day exemption due to deployment. THE UFPM submitted a request to the 55 FSS/FAC; however, the request was disapproved. Furthermore, DPSIM’s request for additional information to support the applicant’s request was not received. DPSIM notes that IAW the governing regulations the applicant has the burden of providing sufficient evidence of probable material error or injustice; however, no such evidence has been received. The DPSIM complete evaluation is at Exhibit C. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 17 Jun 11 for review and response within 30 days (Exhibit D). As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice. In this respect, we believe the applicant’s request for a PFT waiver should have been approved due to his recent deployment. However, since the waiver was denied and he became ill after attempting to complete the test, we believe the fitness test that he took on 6 Oct 10 should be deleted from his records. Therefore, we recommend that the records be corrected as indicated below. _________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that his Fitness Assessment score dated 6 October 2010 was removed from the Air Force Fitness Management System. _________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2011-00415 in Executive Session on 18 Aug 11, under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records, as recommended.
