RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-01562 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: She receive constructive service credit (CSC) for her Masters of Public Health (MPH) degree. _________________________________________________________________ APPLICANT CONTENDS THAT: She did not receive a combined Doctor of Osteopathy Medical (DO)/Master of Public Health (MPH) degree; she was enrolled in two universities simultaneously and therefore should be entitled to CSC for both her DO and MPH degrees. In support of her request, the applicant provides a personal statement, a copy of her college transcripts, and an email communiqué with a memorandum from Medical Accessions Branch. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving on active duty in the grade of captain (O-3). The remaining relevant facts pertaining to this application are contained in the letter prepared by the appropriate office of the Air Force, which is attached at Exhibit B. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAMF2 recommends denial noting the applicant earned four years of service credit for completing her DO degree. She also earned her MPH degree, however, in accordance with the Department of Defense Instruction (DODI), Medical Manpower and Personnel, and the Air Force Instruction, Appointment in Commissioned Grades and Designation and Assignment in Professional Categories -- Reserve of the Air Force and United States Air Force, she cannot receive dual credit for her MPH as the degree could not have been earned concurrently with her DO degree. Her service credit was computed by counting backwards four years from the completion of her DO degree (28 May 06) and two years back from the completion of her MPH (5 May 06) to prevent awarding overlapping credited. The timeframe for completion of her MPH overlaps and was earned concurrently with her DO degree and, as such, cannot be used as the basis for additional CSC. The complete AFPC/DPAMF2 evaluation, with attachments, is at Exhibit B. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluations was forwarded to the applicant on 17 Jun 11 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit C). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice.
