RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-02642 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His basic Air Force Commendation Medal (AFCM), for the period Apr 01 thru Apr 02 be placed into his records. ________________________________________________________________ APPLICANT CONTENDS THAT: His first AFCM is missing from his records because it was lost and not scanned into the Automated Record Management System (ARMS). He was asked to contact the original approving authority; however, he was unsuccessful. He will not be competitive for his upcoming senior master sergeant (SMSgt, E-8) board and without resolution will meet the board at a disadvantage. In support of his request, the applicant provides a personal statement, a copy of the subsequent award elements, a letter from his commander, and his AF Form 910, Enlisted Performance Report (AB thru TSgt), ending 8 Jan 02. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving on active duty in the grade of master sergeant (MSgt). The applicant was awarded the AFCM, first oak leaf cluster for the period 27 May 02 to 27 May 06. He was awarded the AFCM, second oak leaf cluster for the period 10 Aug 02 to 29 Apr 10 (Exhibit B). He served at the 607th Combat Communications Squadron, Camp Humphreys Army Installation, Republic of Korea between Apr 01 and Apr 02. The AFCM is awarded to a service member serving in any capacity with the Air Force after 24 Mar 58, for outstanding achievement or meritorious service. ________________________________________________________________ THE AIR FORCE EVALUATION: AFPC/DPSIDR recommends denial. DPSIDR states the applicant has not provided any evidence to show he is entitled to award of the AFCM for the period between Apr 01 and Apr 02. The complete DPSIDR evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 23 Dec 11 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After a thorough review of the available evidence of record we are not persuaded his records should be corrected to show he was awarded the AFCM for the period Apr 01 thru Apr 02. Therefore, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
