RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-04337 COUNSEL: NO HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: Item 30 (Remarks), on his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be corrected to reflect his service in Vietnam. _________________________________________________________________ APPLICANT CONTENDS THAT: He served 89 days of temporary duty (TDY) in Vietnam with the 314th Tactical Airlift Wing and 314th Field Maintenance Squadron around the first or second quarter of 1970. The applicant does not provide any evidence in support of his appeal. The applicant’s complete submission is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force who served on active duty from 10 July 1968 to 7 July 1972. He served as an Aircraft Propeller Repairman and was progressively promoted to the grade of sergeant (E-4) with a date of rank of 1 July 1970. He was honorably discharged effective 7 July 1972 after serving 3 years, 11 months, and 28 days on active duty with 1 year, 3 months, and 1 day of Foreign Service. His Air Force Form 7, Airman Military Record, indicates he served in Taiwan from 12 June 1969 to 12 September 1970. The remaining relevant facts, extracted from the applicant’s military service records, are contained in the evaluation by the Air Force office of primary responsibility at Exhibit C. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial. DPAPP states that after a thorough review of the applicant’s military service records, they found no evidence to substantiate the applicant served any Foreign Service in Vietnam. The complete DPAPP evaluation is at Exhibit C. AFPC/DPPRY recommends denial. DPPRY states there is no evidence that the applicant had a permanent change of station (PCS) to Vietnam in his military records. In addition, his records do not reflect he was TDY to Vietnam on any occasion while he was permanently assigned in Taiwan. The complete DPPRY evaluation is at Exhibit D. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 10 February 2012, for review and comment within 30 days (Exhibit E). As of this date, this office has received no response. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinions and recommendations of the Air Force offices of primary responsibility and adopt their rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. If the applicant is able to provide any source documents, (i.e., travel vouchers, evaluation reports, letters of evaluation, decorations, witness statements, sworn affidavit, etc.) to verify this information, the Board would reconsider his request.
