RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2011-04457 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His math credits from Tarrant County College and North Texas University be applied toward his Community College of the Air Force (CCAF) degree. ________________________________________________________________ APPLICANT CONTENDS THAT: The math classes he took met the minimum requirement for the CCAF degree. Although the algebra and calculus courses were titled as Business Math, they were general in nature and met the requirements for the CCAF degree to be awarded. In support of his request the applicant submits a personal statement, and copies of the math courses descriptions. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the grade of Senior Master Sergeant (SMSgt), E-8, in the Regular Air Force. ________________________________________________________________ AIR FORCE EVALUATION: CCAF/DEA recommends denial. DEA states, criterion from the 2008-2010 General Catalog which guides CCAF’s acceptance of general education courses from civilian colleges and universities states courses must be listed and identified in the offering institution’s freshman and sophomore general education graduation requirement designed for transfer and must not be narrowly focused on skills, techniques and procedures peculiar to a particular occupation. The applicant completed MATH 118, Math with Emphasis on Business, during the summer of 1984 through North Texas State University, and MATH 1663, Math Business Analysis, during the summer of 1985 through Tarrant County Junior College. CCAF’s Dean of Academic Affairs evaluated the two math courses and determined neither met the General Education Math Requirement for Tarrant County Junior College in the 1984/1985 catalog or North Texas State University in the 1983/1984 catalog. Additionally, the math courses completed applied to business applications which are narrowly focused. Academic institutions set their own degree completion requirements and policies which are published in their general catalog. Mathematic courses designed for business applications do not satisfy the mathematics general education requirement as published in the CCAF General Catalog. Approval of this request would be in violation of CCAF’s regional creditor’s requirements for general education course work and could jeopardize CCAF’s (and Air University) regional accreditation. The complete CCAF/DEA evaluation is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 December 2011 for review and comment within 30 days (Exhibit C). To date, this office has not received a response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. ________________________________________________________________ THE BOARD DETERMINES THAT: The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application. ________________________________________________________________ The following members of the Board considered this application BC-2011-04457 in Executive Session on 28 June 2012, under the provisions of AFI 36-2603: The following documentary evidence was considered: Exhibit A.
