RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-00905 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His 11 Oct 2011 “Unsatisfactory” Fitness Assessment (FA) score be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: On 11 Oct 2011, he received an unsatisfactory FA score for failing the cardio component due to the winds. AFI 36-2905, Air Force Fitness Program, para 16a states the wind must be at or below 15 miles per hour (mph) with less than 20 mph gusts. On the morning of his test the wind was well above standards as noted by base weather. In support of his request, the applicant provides copies of a memorandum and email communiqué from base weather verifying the wind speed on the date in question, and an extract from AFI 36- 2905. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of senior airman (SrA, E-4). The remaining relevant facts pertaining to this application, extracted from the applicant’s military records are contained in the letter prepared by the appropriate office of the Air Force at Exhibit B. ________________________________________________________________ THE AIR FORCE EVALUATION: HQ AFPC/DPSIM recommends denial. DPSIM states that on 23 Apr 2012, a memorandum was sent to the applicant requesting additional documentation, specifically, a signed memorandum from the local base weather office stating that the temperature that day was less than 20 degrees Fahrenheit. The applicant did not provide the requested documentation. The complete DPSIM evaluation, with attachment, is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 16 Jul 2012 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit C). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice. DPSIM invited the applicant to provide additional documentation; specifically a signed memorandum from the local base weather office stating the temperature on the day in question was less than 20 degrees Fahrenheit. However, the applicant did not respond. Per AFI 36-2905, paragraph 16a, Cold Stress: air temperature must be less than 20 degrees Fahrenheit with winds more than 15 mph sustained or 20 mph gusting. Although the applicant provided documentation reflecting the average winds on the day in question were between 19 mph and gusting to 28 mph, it did not include the temperature. Consequently, the conditions for cold stress as indicated above were not met.
