ADDENDUM TO RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-02383 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be corrected to reflect his service in Vietnam. _________________________________________________________________ RESUME OF CASE: On 21 February 2013, the Board considered and denied the applicant’s request to correct his DD Form 214 to reflect service in Vietnam. For an accounting of the facts and circumstances surrounding the applicant’s separation; and, the rationale of the earlier decision by the Board, see the Record of Proceedings (ROP) at Exhibit E. On 9 April 2013, the applicant submitted a request for reconsideration of his request. As new evidence, he submits copies of a Department of Veteran Affairs decision, personal letters received while in Vietnam, and a map of Vietnam. The applicant’s complete submission, with attachments, is at Exhibit F. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. Insufficient relevant evidence has been presented in regards to the applicant’s request to correct his DD Form 214. In this regard, we note that in accordance with Air Force Directives and Department of Defense Guidance there is not any authorized statements or blocks that would allow specific temporary duty or deployments to be recorded on the DD Form 214. 2. Notwithstanding, the above, sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice to warrant providing the applicant proof that he had “Boots-on-the-Ground” in the RVN. After a thorough review of the evidence provided in support of the applicant’s reconsideration request, we are persuaded he did have “Boots- on-the-Ground” in Vietnam at some point from 27 January 1968 to 6 March 1968. In this regard, we note the letters written to the applicant from fellow service members during the timeframe in question, indicating that he was serving at Cam Ranh Bay, Vietnam. In addition, the applicant has provided a letter from the Department of Veterans Affairs indicating their acceptance of the same provided evidence to conclude he served in Vietnam. Therefore, in view of the foregoing, we recommend the applicant’s record be corrected as indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that he served “Boots-on-the-Ground” in Republic of Vietnam from 27 January 1968 to 6 March 1968. _________________________________________________________________ The following members of the Board considered this application in Executive Session on 23 July 2013, under the provisions of AFI 36-2603: , Panel Chair , Member , Member All members voted to correct the records, as recommended.
