RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-02396 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: The fitness assessment (FA) failure he received on 28 Nov 11, be invalidated and removed from the Air Force Fitness Management System (AFFMS). _________________________________________________________________ APPLICANT CONTENDS THAT: He failed his FA test on 28 Nov 11, and as a result was required to be evaluated by medical personnel. They determined that he had a previously unidentified medical condition and should have been profiled differently for his FA. In support of his request, the applicant provides copies of the Memorandum for Medical Provider, his AF Form 108, Physical Fitness Education and Intervention Processing, and a copy of his Individual Fitness Assessment History Report from the AFFMS. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of staff sergeant. The applicant failed his FA on 28 Nov 11 with a score of 52.50. The relevant facts pertaining to this application are contained in the letter prepared by the appropriate office of the Air Force. Accordingly, there is no need to recite these facts in this Record of Proceedings. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends updating the “cardio component” of the applicant’s fitness assessment to reflect “exempt” in AFFMS; which would change his overall composite score to 92.50 (Excellent). DPSIM states the member provided a copy of his AF Form 108 indicating that he was evaluated and did not have a medical condition precluding the achievement of a passing fitness score; however, the Chief of Medical Staff non-concurred and stated he did have a knee problem and the test should be invalidated. The complete DPSIM evaluation is at Exhibit B. _________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 11 Sep 12, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, a response has not been received by this office (Exhibit C). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. After carefully reviewing the evidence of record in this case, we agree with the recommendation made by AFPC/DPSIM to update the applicant’s 28 Nov 11 Fitness Assessment (FA) to reflect exempt in the cardio component, which will change his overall composite score to reflect 92.50, an “Excellent” rating. Evidence presented in this case reflects the applicant was improperly tested on the cardio component of the FA. Although the applicant is requesting that his FA dated 28 Nov 11 be removed from the AFFMS, we believe the relief recommended by DPSIM is the more appropriate relief.
