RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-02428 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: His records be corrected to reflect award of Presidential Unit citation with one Oak Leaf Cluster (PUC w/1 OLC)). ________________________________________________________________ _ APPLICANT CONTENDS THAT: He received the PUC for his service with the 6250 Field Maintenance Squadron (FMS) but did not receive an additional PUC for his service with the 460TH FMS. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant’s DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, reflects the applicant enlisted in the Regular Air Force on 25 Jun 63 and was released from active duty on 29 Dec 66 with an honorable discharge. The PUC is awarded to units of the United States Armed Forces for outstanding performance in action against an armed enemy, occurring on or after 7 Dec 41, for United States Air Force units. The unit must have displayed such gallantry, determination, and espirit de corps in accomplishing its mission under extremely difficult and hazardous conditions to have set it apart and above other units participating in the same campaign. On 21 Aug 00, a DD Form 215, Correction to DD Form 214, Certificate of Release or Discharge from Active Duty, was issued adding the Air Force Good Conduct Medal, Presidential Unit Citation, Republic of Vietnam Campaign Medal, and the Republic of Vietnam Gallantry Cross with Palm to the applicant’s DD Form 214 dated 29 Dec 66. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSID recommends denial indicating there is no evidence of an error an injustice. While the applicant’s records reflect he is entitled to the PUC (basic award) for his service with the 460th FMS, there is no evidence the other units the applicant served with were awarded the PUC during his tenure with those units. However, a review of his records revealed that the Air Force Outstanding Unit Award (AFOUA) should have been awarded to the applicant for his service from 25 Jun 63 to 29 Dec 66. Upon final board decision, his records will be corrected administratively. The AFPC/DPSID’s complete evaluation, with attachment, is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 28 Aug 12, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting award of an additional PUC. A thorough review of the documentation submitted and the evidence of record verified the applicant was awarded the PUC (basic award) for his service with the 460th FMS. However, there was no evidence submitted or contained in his records showing that he served, or was assigned to, a unit that was awarded the PUC to entitle him to an additional device for the award.
