RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-02714 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, be corrected to reflect all awards and decorations he earned. ________________________________________________________________ APPLICANT CONTENDS THAT: His service records may not accurately reflect all his awards and decorations for proper recognition at unit reunions and association meetings. He should be credited with the Air Force Longevity Service Award (AFLSA). The applicant’s complete submission, with attachments, is at Exhibit A. _________________ ______________________________________________ STATEMENT OF FACTS: According to the applicant’s military personnel records, he enlisted in the Regular Air Force on 24 Jan 61. On 22 Jan 65, the applicant was honorably discharged from the Air Force and was credited with 3 years, 11 months, and 29 days of total active service. The remaining relevant facts pertaining to this application are described in the letter prepared by the Air Force offices of primary responsibility (OPR), which are attached at Exhibits C and D. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the applicant’s request for the AFLSA, indicating there is no evidence of an error or injustice. The AFLSA is awarded to all service members who complete four years of honorable active or reserve service with any branch of the armed forces; however, the applicant served for a period of 3 years, 11 months, and 29 days, rendering him ineligible for the AFLSA. As for his request for other awards and decorations, the applicant’s entitlement to the National Defense Service Medal (NDSM) for his service from 24 Jan 61 to 22 Jan 66 was verified his records will be corrected administratively. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. AFPC/DPSIMC recommends approval of the basic missile badge, indicating the applicant attended the required training and served in a qualifying Air Force specialty code to earn the requested badge. A complete copy of the AFPC/DPSIMC evaluation is at Exhibit D. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 1 Oct 12 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit E). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however it is in the interest of justice to excuse the failure to timely file. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of his request to have his missile badge reflected on his DD Form 214 and agree with the opinion and recommendation of AFPC/DPSIMC and adopt their rationale as the basis for our conclusion the applicant is entitled to the requested badge. We also find sufficient evidence to warrant adding the Air Force Longevity Service Award (AFLSA) to his DD Form 214. We note the comments of the Air Force office of primary responsibility indicating the applicant did not serve the requisite four years on active duty to be eligible for the AFLSA. Nevertheless, in view of the fact the applicant was released from active duty prior to his schedule expiration of term of service (ETS) because it fell on a weekend and he would have attained the requisite four years of service were it not for his early release, we believe it is in the interest of justice to recommend granting the requested relief. As for the applicant’s request for additional awards and decorations earned, we note that AFPC/DPSID has determined his DD Form 214 should be administratively corrected to reflect his entitlement to the National Defense Service Medal (NDSM). Therefore, in view of the above, we recommend his records be corrected to the extent indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that the DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, issued in conjunction with his 22 January 1965 separation, be amended in Item 26, Decorations, Medals, Badges, Commendations, Citations and Campaign Ribbons Awarded or Authorized, to include the Basic Missile Badge and Air Force Longevity Service Award. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2012-02714 in Executive Session on 12 Mar 13, under the provisions of AFI 36-2603: Panel Chair Member Member All members voted to correct the records as recommended.
