RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-03631 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His Fitness Assessment (FA) failure dated 14 Jul 11, be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: 1. He had a medical condition that prevented him from passing his FA. 2. Between four and seven months prior to his FA, he was prescribed an improper dosage of thyroid medication. As a result, he gained 30 pounds and had a bloated appearance. 3. In late Jun 11, he was prescribed the correct medication; however, it caused an irregular heartbeat and the medicine had a six-week stabilization period. This affected his VO2 and body composition component of the FA. Although he was doing physical training (PT) three to four times a week his waist measurement went from 38 inches to 42.5 inches over a four month period. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of staff sergeant. DPSIM states that on 10 Sep 12, a memorandum was sent to the applicant requesting additional documentation. Specifically, a signed memorandum from his primary care manager (PCM) stating he was prescribed an improper dosage of medication and his signed fitness questionnaire. The applicant failed to provide the requested documentation. However, the documentation he did provide implies he had a medical condition that limited his ability to participate in fitness activities. However, the email from his PCM reflects his uncontrolled hypothyroidism “could” have caused a failing FA; this comment does not indicate the medical condition definitively caused the failed test. Additionally, the PCM states the FA failure/weight gain “may” have had something to do with insufficient synthroid dose; once again, this does not definitively indicate the failed FA was due to a pre-existing medical condition. The statements provided by applicant’s PCM imply his medical condition negatively affected his performance during the FA, but they are not conclusive. As a final note, the PCM states the applicant’s healthcare was not mismanaged. According to AFI 36-2905, Fitness Program, patients undergoing thyroid replacement therapy should be exempted from the cardio component of the FA. However, the AFI does not state patients should be exempted from the abdominal circumference (AC) component. Under the assumption thyroid replacement therapy applies to the applicant, the AFI does not support “exempting” the AC component of the FA. The applicant has failed to provide sufficient evidence to exempt him from the FA. The complete DPSIM evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 8 Feb 13, for review and comment within 30 days (Exhibit D.) As of this date, this office has not received a response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis of our conclusion that the applicant has not been the victim of an error or injustice.
