The Air Force Outstanding Unit Award with valor (AFOUA w/V). 2. The Vietnam Service Medal with three Bronze Service Stars. ________________________________________________________________ APPLICANT CONTENDS THAT: The record keeping during the Vietnam War was deficient. He received the Air Force Commendation medal; however, he never received the other decorations listed on his DD Form 214. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Air Force who served from 15 October 1965 through 28 March 1969. Upon a review of his records, entitlement to the Air Force Commendation Medal with one Bronze Oak Leaf Cluster, Air Force Good Conduct Medal, Vietnam Service Medal with one Bronze Service Star and the Republic of Vietnam Gallantry Cross with Palm was verified. His records will be updated accordingly. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the Air Force Outstanding Unit Award with Valor and the three Bronze Service Stars for the Vietnam Service Medal. The Air Force Outstanding Unit Award is awarded by the Secretary of the Air Force to units that distinguished themselves by exceptionally meritorious service or outstanding achievement that clearly sets them apart from similar units. Individuals are presented the Vietnam Service Medal upon initial award. One Bronze Star denotes campaign participation and is awarded for at least one day in each campaign phase. There is insufficient evidence to verify the applicant was assigned to any unit during the inclusive dates for the award of the Air Force Outstanding Unit Award with Valor. Additionally, there is no evidence to verify the applicant’s participation in campaign phases for the award of three Bronze Service Stars for the Vietnam Service Medal. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 6 November 2012, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the available evidence of record and the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief beyond that already administratively granted is not warranted.
