He was awarded the Presidential Unit Citation (PUC). 2. He was awarded the Air Force Outstanding Unit Award (AFOUA). 3. He was awarded the Small Arms Expert Marksmanship Ribbon (SAEMR). ________________________________________________________________ APPLICANT CONTENDS THAT: The requested decorations were not recorded on his DD Form 214. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Air Force who served from 13 August 1968 through 2 August 1972. AFPC/DPSID reviewed the applicant’s records and verified his entitlement to the Air Force Good Conduct Medal. His records will be corrected accordingly upon completion of this case. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the Presidential Unit Citation, Air Force Outstanding Unit Award and the Air Force Small Arms Expert Marksmanship Ribbon. The PUC is conferred on units of the Armed forces of the United States and of cobelligerent nations, for extraordinary heroism in action against an armed enemy on or after 7 December 1941. The unit must display such gallantry, determination and spirit de corps in accomplishing the mission as to set it apart from other units participating in the same campaign. The Air Force Outstanding Unit Award is awarded by the Secretary of the Air Force to numbered units that have distinguished themselves by exceptionally meritorious service or outstanding achievement that clearly sets the unit above and apart from similar units. The Small Arms Expert Marksmanship Ribbon is awarded to all United States Air Force Service members who after 1 January 1963 qualify as expert in small arms marksmanship with either the M- 16 rifle or the issue handgun. After a review of the applicant’s records, his entitlement to the PUC and AFOUA could not be verified. There is no evidence in his records to substantiate the units to which he was assigned were awarded these decorations. Additionally, there is insufficient evidence in his records to support he qualified as expert with the M-16 or an issued handgun. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 10 December 2012, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the available evidence of record and the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force offices of primary responsibility and adopt their rationale as the basis for our conclusion that relief beyond that already administratively granted is not warranted.
