RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-04714 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her records be corrected to reflect that she enlisted in the Air National Guard (ANG) in the grade of airman first class (A1C, E-3). ________________________________________________________________ APPLICANT CONTENDS THAT: At the time of her enlistment, she had enough college credits to enlist in the grade of A1C. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant’s military personnel records indicate that she enlisted in the New Hampshire ANG on 13 Jul 11 in the grade of Airman (Amn, E-2) for a period of six years and is currently serving in said grade. The remaining relevant facts pertaining to this application are described in the letter prepared by the Air Force office of primary which is attached at Exhibit C. ________________________________________________________________ AIR FORCE EVALUATION: NGB/A1PO recommends denial, indicating there is no evidence of an error or injustice. In accordance with Air National Guard Instruction (ANGI) 36-2002, Enlistment and Reenlistment in the Air National Guard and as a Reserve of the Air Force, documents presented after enlistment processing is completed may not be used as a basis for changing the enlistment grade. Additionally, the applicant must have completed at least 45 semester hours or 67-quarter hours of accredited junior college/college credits in order to qualify for accession at the higher grade. However, according to the transcripts provided with the applicant’s request, she was not eligible for accession in the requested grade. The applicant submitted official academic transcripts from University of New Hampshire (UNH) and Great Bay Community College (GBCC). The UNH transcript shows a total of 41 semester credits as of 29 May 09. However, the GBCC transcript indicates that not all of her credits transferred; therefore, the applicant does not meet the requirements indicated in ANGI 36-2002, Table 1.6, to have been accessed in the grade of A1C. A complete copy of the NGB/A1PO evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 11 Jan 13 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice.
