RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2012-05596 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her Fitness Assessments (FA), dated 11 Jun 12 and 6 Sep 12, be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: On 11 Jun 12, her waist was measured at 38 inches; however, the very next day she was re-measured at 35 inches. She believes she received an improper measuring on the day of her FA test. On 6 Sep 11, while she was doing the push-up portion of the FA test the counter counted to 20 and then was interrupted by a member of the Health and Wellness Center (HAWC) who stated that she needed to go lower while performing the push-ups. The push- ups that she performed were discounted. They also recommend she be exempt from the cardio and push-up components of the FA, dated 6 Sep 12. The overall composite score will change to reflect 74.30 (Unsatisfactory) and 95.20 (Excellent), respectively. DPSIM noted the applicant provides statements from three physical training leaders (PTL) indicating they measured her abdominal circumference (AC) at 35 inches. Further, she also took a FA on 6 Sep 12 and her AC was measured at 34.00. The HAWC superintendent provided a memorandum acknowledging the error with regard to the push-up component; however, there is no evidence the applicant was exempted or excused from this component. Understandably, the result of the push-up component played a key role. Lastly, there is no evidence that invalidates the AC or sit-up components of the FA. The complete DPSIM evaluation, with attachments, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 17 Feb 13 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit C). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice that warrants removing her entire Fitness Assessments (FAs), dated 11 Jun 12 and 6 Sep 12, from her records. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice. 4. Notwithstanding the above, sufficient relevant evidence has been presented to demonstrate the existence of error or injustice warranting partial relief. While we note the applicant’s stated request to have the entire FA removed, the Air Force office of primary responsibility has adequately addressed the issues presented and we are in agreement with their recommendation that the abdominal circumference component for the FA dated 11 Jun 12 should be corrected to reflect “exempt” and the push-up and cardio components for the FA dated 6 Sep 12 should be corrected to reflect “exempt” in the AFFMS.. As a result, this change will result in an overall composite fitness score of 85.8 (Satisfactory) and 95.2 (Excellent), respectively. Therefore, we recommend the applicant’s record be corrected as indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that: a. The abdominal circumference component of the Fitness Assessment (FA), dated 11 Jun 12, be amended to reflect “exempt” in the Air Force Fitness Management System (AFFMS). b.
