He be awarded the Air Force Overseas Ribbon – Long Tour. 2. He be awarded the Air Force Training Ribbon. ________________________________________________________________ _ APPLICANT CONTENDS THAT: He served in Europe for a period of 3 years, 5 months, and 25 days. In support of his request, the applicant provides a copy of his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge. His complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant is a former enlisted member of the Regular Air Force, who served on active duty from 19 Apr 67 through 18 Apr 71. Air Force Oversees Ribbon – Long Tour was authorized by the chief of staff, U.S. Air Force, Oct. 12, 1980. Before Jan. 6, 1986, the ribbon was awarded to Air Force and Air Force Reserve members credited with completion of an overseas tour on or after Sept. 1, 1980. Air Force and Air Force Reserve members serving as of Jan. 6, 1986 or later are entitled to reflect all Air Force overseas tours credited during their career. Before 19 Dec 86, the Air Force Training Ribbon was awarded to Air Force members who completed initial Air Force accession training after 14 Aug 74. Subsequent to 19 Dec 86, all Air Force members who completed Air Force accession training regardless of when the training was completed are authorized the ribbon. The remaining relevant facts pertaining to this application are contained in the letter prepared by the appropriate office of the Air Force, which is at Exhibit C. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSID recommends denial. The Air Force Overseas Ribbon- Long Tour and Air Force Training Ribbon were not authorized in 1971 and they were not made retroactive prior to 1986. To award the Air Force Oversees – Long Tour and the Air Force Training Ribbon would be contrary to the criteria established by the Secretary and Chief of the Staff of the Air Force. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 17 Feb 13 for review and comment within 30 days. As of this date, this office has received no response. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
