RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00066 COUNSEL: NONE HEARING DESIRED: NOT INDICATED _________________________________________________________________ APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect award of the Air Force Outstanding Unit Award (AFOUA), with Valor device. _________________________________________________________________ APPLICANT CONTENDS THAT: He was assigned to the 20th Special Operations Squadron in Vietnam from May 1968 to November 1968 and in Thailand from November 1968 to May 1969 when the squadron received the AFOUA, with Valor. The applicant’s complete submission is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: The applicant was on active duty from 29 April 1965 through 18 April 1969 and received an honorable discharge. His military records reflect he was assigned to the 20th Special Operations Squadron in Vietnam from 15 October 1968 to 26 April 1969. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial, and states they were unable to locate documentation verifying the 20th Special Operations Squadron received the AFOUA while the applicant was assigned with the unit. Based on the applicant’s service dates in Vietnam and Thailand, DPSID will administratively correct the applicant’s records to reflect award of the Presidential Unit Citation with one Bronze Oak Leaf Cluster and the Republic of Vietnam Gallantry Cross with Palm. The complete DPSID advisory is at Exhibit C. _________________________________________________________________ APPLICANT’S REVIEW OF AIR FORCE EVALUATION: The AFOUA with Valor was awarded to the 20th SOS during different time periods. One period was 1 July 1967 through 30 Jun 1968. He was in country prior to 1 July 1968 and believes he is qualified to wear the ribbon. He was advised that General Order 25, dated 8 June 2001 covered this award. The applicant’s complete response is at Exhibit E. _________________________________________________________________ THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. While the applicant believes he is qualified to wear the AFOUA, with Valor device, he has not provided sufficient evidence to substantiate that the 20th Special Operations Squadron received this award while he was assigned.
