ADDENDUM TO RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00367 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Reconsideration for award of the Air and Space Campaign Medal (ASCM) with one Bronze Service Star (BSS) for his participation in Operations ALLIED FORCE and NOBIL ANVIL. ________________________________________________________________ STATEMENT OF FACTS: By DD Form 149, dated 17 Jan 13, the applicant requested removal of the Article 15 he received on 14 Jun 99, reinstatement to the rank of senior airman (E-4), a change to his 4E reentry (RE) code, and award of the Air Force Outstanding Unit Award (AFOUA) with eight Oak Leaf Clusters (OLCs), and the Air and Space Campaign Medal with one BSS. On 12 Nov 13, the Board considered and denied the requested relief noting there was no evidence to show the Article 15 and reduction in rank was contrary to the provisions of the governing regulations, unduly harsh, or disproportionate to the offenses committed, or that his commander abused his discretionary authority. It was further determined that there was no evidence showing the contested RE code was erroneously assigned or did not accurately reflect the circumstances of his separation. Lastly, no evidence was found showing the applicant served in a unit in support of a military operation that was awarded the Air and Space Campaign Medal. For an accounting of the facts and circumstances surrounding his request and the rationale for the earlier decision by the Board, see the Record of Proceedings, with attachments, at Exhibit I. By a letter the applicant states his unit (2nd Munitions Squadron) was the only unit that maintained and loaded Conventional Air Launch Cruise Missiles (CALM) on the B-52s that were used during the period in question for both Operations (Exhibit J). ________________________________________________________________ ? AIR FORCE EVALUATION: AFPC/DPSID recommends denial of the applicant’s request for award of the ASCM with one BSS noting there is no evidence of an error or injustice. A thorough review of the applicant’s official military personnel records revealed no evidence that would serve to substantiate the applicant’s entitlement to the ACSM with one BSS. There was no documentation provided by the applicant or in his official records showing he served in support of Operation ALLIED FORCE and NOBLE ANVIL. The applicant’s final performance report rendered for the period 2 Jul 98 to 1 Jul 99 makes no mention of him providing support to either operation. A complete copy of the AFPC/DPSID evaluation is at Exhibit K. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 4 Aug 14 for review and comment within 30 days (Exhibit L). As of this date, no response has been received by this office ________________________________________________________________ THE BOARD CONCLUDES THAT: After again reviewing the evidence of record, the applicant’s prior submissions, and the additional evidence provided in support of his appeal, we are not persuaded the applicant’s records should be corrected to show he was awarded the Air and Space Campaign Medal with one Bronze Service Star. There was no evidence located in his military personnel records or provided that shows he participated in or served in direct support of Operations ALLIED FORCE or NOBLE ANVIL.
