RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-00808 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her 25 Oct 12 Fitness Assessment (FA) score be removed from the Air Force Fitness Management System (AFFMS). ________________________________________________________________ APPLICANT CONTENDS THAT: Her diagnosed anemia and iron deficiency precluded her from achieving a passing fitness score. The applicant’s complete submission, with attachments, is at Exhibit A. _________________ ______________________________________________ STATEMENT OF FACTS: The applicant is currently serving in the Regular Air Force in the grade of Staff Sergeant (E-5). On 25 Oct 12, the applicant participated in the contested FA, attaining a composite score of 40.00, which constituted an unsatisfactory assessment. She performed the cardio portion of the FA (1.5 mile run) in 18.31 and received 0.00 points; however, she attained the maximum passing score for all remaining components. On 26 Oct 12, the applicant was issued an AF Form 422, Notification of Air Force Member’s Qualification Status, which exempted her from the 1.5 mile run/1 mile walk component of the FA until 26 Jan 13. The applicant was diagnosed with anemia and iron deficiency. As a result, a family health provider concluded the applicant’s anemia caused her poor performance on the aerobic component of her contested FA. On 5 Dec 12, the applicant participated in a FA, attaining a composite score of 100.00, which constituted an excellent assessment. She was exempt from performing the cardio component of the FA. On 3 Jul 13, the applicant participated in a FA, attaining a composite score of 93.70, which constituted an excellent assessment. She performed the cardio portion of the FA (1.5 mile run) in 13.57. The remaining relevant facts pertaining to this application is described in the letter prepared by the Air Force offices of primary responsibility (OPR) which are included at Exhibits C. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIM recommends denial, noting the applicant lacks supporting evidence. While she provided documentation from her PCM stating she had a medical condition precluding her from achieving a passing fitness score on 25 Oct 12, there is no documentation from the unit commander invalidating the FA failure. In accordance with AFI 36-2905, AFGM 4, paragraph 10, “If an Airman becomes injured or ill during the FA and is unable to complete all required components, he/she will have the option of being evaluated at the Medical Treatment Facility (MTF) but his/her test will still count unless rendered invalid by the Unit Commander.” A complete copy of the AFPC/DPSIM evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 18 Oct 13 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial-relief. The applicant contends her medical condition precluded her from attaining a passing score on the contested fitness assessment. After a thorough review of the evidence of record and the applicant’s complete submission, we believe a preponderance of the evidence indicates that corrective action is warranted. In this respect, we note the applicant’s PCM provided a supporting statement indicating her medical condition caused her poor performance on the aerobic component of the contested FA. Therefore, we believe AFFMS should be corrected to reflect the applicant was exempt from the cardio component of the 25 Oct 12 FA. While we note the applicant is requesting the FA score be declared void and removed from her records in its entirety, we believe correcting the records to reflect that she was exempt from the cardio component of the FA, which will result in an overall score of 100.00, an “Excellent” rating, constitutes full and fitting relief in this case. Accordingly, we recommend the applicant’s record be corrected to the extent indicated below. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that she was exempt from the cardio component of her 25 October 2012 Fitness Assessment (FA), resulting in an overall composite score of 100.00, which constitutes an excellent rating. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2013-00808 in Executive Session on 14 Jan 14, under the provisions of AFI 36-2603: Panel Chair Member Member All members voted to correct the records as recommended.
