RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-01488 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ _ APPLICANT REQUESTS THAT: Her DD Form 214, Certificate of Release or Discharge from Active Duty, be corrected to reflect her Air Force Specialty Code (AFSC) as “3S371” rather than “3S351”. ________________________________________________________________ _ APPLICANT CONTENDS THAT: She successfully completed the Manpower Craftsman Course and all upgrade training in October 2005. In support of her request, the applicant provides a copy of her DD Form 214 and a copy of her AF IMT 910, Enlisted Performance Report (AB thru TSGT). Her complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant retired from the Regular Air Force on 31 Mar 06 after serving 20 years and 5 days on active duty. The remaining relevant facts pertaining to this application are contained in the letter prepared by the appropriate office of the Air Force, which is at Exhibit C. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSIT recommends denial stating the upgrade training requirements for 3S371 include duty position tasks, core tasks, a minimum time requirement, and competition of craftsman course. The member met minimum time requirements; however, a determination cannot be made without the training records and proof of recommendation by the supervisor (completion of AF Form 2096, Classificaiton/On-the-Job Training Action). The applicant may submit additional documentation for reconsideration, if available. The complete DPSIT evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 5 Aug 13 for review and comment within 30 days. As of this date, this office has received no response. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. However, should the applicant posses the documentation cited by AFPC/DPSIT, the applicant may apply for reconsideration.
