RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-01740 COUNSEL: NONE HEARING DESIRED: YES ________________________________________________________________ APPLICANT REQUESTS THAT: Her DD Form 214, Certificate of Release or Discharge from Active Duty, be amended to reflect time served in Kuwait. ________________________________________________________________ APPLICANT CONTENDS THAT: Her DD Form 214 does not list her 1999 overseas duties in Kuwait nor does it include Afghanistan during Operation Enduring Freedom in 2002. This correction needs to be made for employment opportunities. In support of the applicant’s appeal, she provides a certificate for providing fire protection in support of Operation Enduring Freedom from 1 September 2002 to 1 December 2002. The applicant’s complete submission, with attachment, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: After serving 4 years and 11 months on active duty the applicant was honorably released on 10 February 2003 and transferred to the Air Force Reserve under the provisions of AFI 36-3208 (Completion of Required Active Service). On 25 April 2013, AFPC/DPAPP advised the applicant they were able to verify and confirm boots on ground foreign service time at Bagram Air Base, Afghanistan, from 1 September 2002 to 1 December 2002, for 3 months and 1 day. They requested the DD Form 214 be corrected and a copy sent to the applicant. The remaining relevant facts pertaining to this application, extracted from the applicant’s military records, are contained in the letter prepared by the appropriate office of the Air Force at Exhibit B. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSID recommends denial. DPSID states the Directorate of Assignments and the Defense Finance and Accounting Service were unable to verify foreign service time in Kuwait; therefore, unable to verify any awards based on service in Kuwait. However, they verified the applicant's boots on ground foreign service time at Bagram Air Base, Afghanistan, from 1 September 2002 to 1 December 2002. In addition, the Defense Finance and Accounting Service have verified the applicant's deployment to Saudi Arabia, from 17 March 2000 to 2 June 2000. DPSID was able to verify award of the Afghanistan Campaign Medal with one Bronze Service Star and the Air Force Expeditionary Service Ribbon with Gold Border. Upon final board decision, administrative correction of the applicant's official military personnel record will be completed by AFPC/DPSOR. The DPSID complete evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 4 April 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and response within 30 days (Exhibit E). As of this date, no response has been received by this office. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or an injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that insufficient evidence has been presented to amended the applicant’s record to reflect foreign service time in Kuwait. Therefore, other than the administrative corrections cited above, we find no basis to recommend granting any additional relief sought in this application. 4. The applicant's case is adequately documented and it has not been shown that a personal appearance with or without counsel will materially add to our understanding of the issues involved.
