He be entitled to the Southwest Asia Service Medal with one Bronze Oak Leaf Cluster (SWASM w/1BOLC). 2. In response to the Air Force evaluation, the applicant amended his request to only include award of the Armed Forces Expeditionary Medal with One Oak Leaf Cluster (AFEM w/1OLC) ________________________________________________________________ APPLICANT CONTENDS THAT: He out-processed after a curtailed enlistment and the paperwork was hurried. Two decorations are missing. He is attempting to gain membership in a veteran’s organization and needs proof of combat service In support of his request, the applicant provides copies of his DD Form 214, Certificate of Release or Discharge from Active Duty; Special Orders, Travel Voucher Summary, Certificates, witness statements and various other documents associated with his request. His complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: In an 8 Jul 2013, memorandum to the applicant, AFPC/DPAPP advised him they were able to verify and confirm boots on ground Foreign Service time at Prince Sultan Air Base, Kingdom of Saudi Arabia, from 25 Nov 2000 to 1 Mar 2001, for three months and five days. Since specific locations are not annotated on a member's DD Form 214, the applicant was advised to use their memorandum as proof of "boots on ground" for the Kingdom of Saudi Arabia. ________________________________________________________________ THE AIR FORCE EVALUATION: AFPC/DPSID recommends denial. DPSID states that the SWASM is awarded to members of the United States armed forces who served in support of Operations DESERT SHIELD or DESERT STORM in one or more of the following areas from 2 Aug 1990 through 30 Nov 1995: the Persian Gulf, Red Sea, Gulf of Oman, Gulf of Aden, that portion of the Arabian Sea that lies north of 100 N. latitude and west 680 E. longitude, as well as the total areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar, and the United Arab Emirates. The applicant served in Saudi Arabia from 25 Nov 2000 to 1 Mar 2001, rendering him ineligible for award of the SWASM. DPSID was able to verify his entitlement to the AFEM. Upon the final Board decision, administrative correction of his official military personnel record will be completed by AFPC/DPSOR. The complete DPSID evaluation, with attachment, is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: In his initial submission he inadvertently requested entitlement to the SWASM. However, he now seeks entitlement to the AFEM w/ 1OLC. In further support of his request the applicant provides copies of certificates he received during his deployments in support of Operation SOUTHERN WATCH. His complete response, with attachments, is at Exhibit B. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. After a thorough review of the available evidence and the applicant’s complete submission, we are not persuaded that his records should be corrected to show he was awarded the AFEM w/1OLC. We note that the Air Force office of primary responsibility will administratively correct his records to reflect the basic award of the AFEM. While the applicant requests an additional AFEM, AFI 36-2803, The Air Force Awards and Decorations Program, prohibits awarding an additional AFEM for the same operation.
