In addition, his foreign service while stationed at Aviano AB, Italy be annotated on his DD Form 214. ________________________________________________________________ APPLICANT CONTENDS THAT: He made 98 of the 100 shots with the M-16 rifle and was told by the range instructor that he qualified for the ribbon. He never received the ribbon and it is not reflected on his DD Form 214. In support of his appeal, the applicant submits an article and a hardware receipt. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Air Force who served from 26 March 1979 through 30 March 1982. On 17 July 2006, AFPC/DPPPR reviewed the applicant’s records and was unable to verify his entitlement to the SAEMR. On 25 September 2013, AFPC/DPAPP reviewed the applicant’s records and verified his boots on the ground Foreign Service time at Aviano Air Base, Italy from 11 July 1979 through 29 March 1982, the amount of Foreign Service time already listed on his DD Form 214. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSID recommends denial. The SAEMR is awarded to all United States Air Force Service members who, after 1 January 1963, qualify as “expert” in small-arms marksmanship with either the M-16 rifle or issue handgun. After a review of the applicant’s official military record, the applicant’s entitlement to the SAEMR could not be verified. In accordance with AFI 36-2803, Air Force Awards and Decorations, the AF Form 522, USAF Grounds Weapons Training Data or letter from the Small Arms Marksmanship Monitor will be used as the source document for this award. There is no documentation in the applicant’s official record verifying he qualified for the SAEMR. There is insufficient documentation to support the applicant qualifies for the award. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 29 October 2013, for review and comment within 30 days (Exhibit D). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the available evidence of record and the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the AFPC/DPSID and adopt its rationale as the basis for our conclusion that the applicant has not provided sufficient evidence to support his request.
