RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-02455 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: Her reentry (RE) code of 2C (entry level separation (ELS) without characterization of service) be changed to allow her to reenlist. ________________________________________________________________ APPLICANT CONTENDS THAT: She has matured since her discharge, is now ready to handle life in the service, and wants to reenlist. The applicant’s complete submission is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant initially joined the Air Force on 2 Feb 10. On 2 Mar 10, her commander notified her he was recommending her discharge for a condition which interferes with military service, specifically, a mental disorder. The reason for this action was that on 25 Feb 10, a military psychiatrist diagnosed her with an Axis I mental disorder, “Adjustment Disorder with Mixed Anxiety and Depressed Mood.” She waived her rights to legal counsel and to submit statements on her own behalf. On 3 Mar 10, the discharge authority directed she be discharged with an ELS due to a condition which interferes with military service, specifically, a mental disorder. On 5 Mar 10, the applicant was furnished an ELS with uncharacterized service, a narrative reason for separation of “Adjustment Disorder,” an RE code of 2C, and was credited with one month and four days of active service. The remaining relevant facts pertaining to this application are contained in the letter prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSOA recommends denial, indicating there is no evidence of an error or injustice. The applicant received an ELS with an uncharacterized service for “Adjustment Disorder,” after serving one month and four days on active duty. Her RE code of 2C was required by AFI 36-2606, Reenlistments in the USAF, based on her ELS with uncharacterized service. A complete copy of the AFPC/DPSOA evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 23 Aug 13 for review and comment within 30 days. As of this date, no response has been received by this office (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice.
