RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-02897 XXXXXXX COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: The Air Force Outstanding Unit Award (AFOUA) be added to his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, issued in conjunction with his 16 Apr 70 separation. ________________________________________________________________ APPLICANT CONTENDS THAT: The AFOUA was awarded to the 82nd Combat Security Police Wing by the Department of the Air Force in 1969 under Order Number GB-715. This award was not received nor was it included on his DD Form 214. In support of his appeal, the applicant provides copies of a computer printout; Permanent Change of Station (PCS) orders (assigning him to 35th Combat Support Group, with Temporary Duty (TDY) enroute to Det 1, 82nd Combat Security Police Wing) and a TDY order. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: On 1 Jul 66, the applicant enlisted in the Regular Air Force for a period of four years. His Airman Performance Report, rendered for the period 15 Oct 67 through 20 Jul 69, reflects units of assignment with the 822nd Combat Security Support Squadron and the 832nd Security Police Squadron. The applicant’s record will be administratively corrected to reflect award of the Vietnam Service Medal with three Bronze Service Stars (VSM w/3BSS) and the Republic of Vietnam Gallantry Cross with Palm (RVNGC w/P). ________________________________________________________________ THE AIR FORCE EVALUATION: AFPC/DPSID recommends denial. DPSID states that they were unable to locate official documentation verifying the applicant was assigned to the 82nd Combat Security Police Wing, Headquarters, when they were awarded the AFOUA. In addition, it could not be verified that any of the other units he was assigned to were awarded the AFOUA. To grant the applicant relief would be contrary to the eligibility criteria established by the DoDM 1348.33. The AFOUA is awarded by the Secretary of the Air Force to units that have distinguished themselves by exceptionally meritorious service or outstanding achievement that clearly sets the unit above and apart from similar units. When the AFOUA is awarded to a unit for combat or direct combat support, the Valor device may be worn on the service ribbon. The complete DPSID evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force Evaluation was forwarded to the applicant on 29 Oct 13 for review and comment within 30 days. As of this date, this office has received no response (Exhibit D). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error or injustice.
