RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-03387 COUNSEL: NONE HEARING DESIRED: NO _________________________________________________________________ APPLICANT REQUESTS THAT: Her records be corrected to show her Date of Enlistment (DOE) as 26 Jun 1958. ________________________________________________________________ APPLICANT CONTENDS THAT: Her NA Form 13038, Certification of Military Service, reflects her DOE as 15 Sep 1958, which is incorrect. Her correct DOE is 26 Jun 1958 and she requests her records be corrected to ensure an accurate federal document and for Department of Veterans Affairs (DVA) benefits. In support of her request, she provides copies of her NA Form 13038, AF Form 186, Individual Record – Education Services Program; and marriage certificate. The applicant's complete submission, with attachments, is at Exhibit A. _________________________________________________________________ STATEMENT OF FACTS: According to Special Order Number B-1110 dated 16 Sep 1958, the applicant entered active duty on 15 Sep 1958. According to Special Order Number A-646 dated 2 Nov 1959, she was honorably discharged on 10 Nov 1959. In a letter dated 18 Mar 2003, AFPC/DPPAOR advised the applicant that the date she entered the Air Force was properly recorded as 15 Sep 1958. _________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPSIPV recommends denial. DPSIPV found no error in the recording of her dates and the Certification of Military Service was not issued by the Air Force but the National Personnel Records Center. Special Order Number B-1110, shows she enlisted in the Air Force and attended Basic Military Training on 15 Sep 1958. The complete DPSIPV evaluation, with attachments, is at Exhibit C. _________________________________________________________________ APPLICANT’S REVIEW OF AIR FORCE EVALUATION: On 13 Jan 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, this office has not received a response (Exhibit D). _________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. We note the AF Form 186, Individual Record – Education Services Program, provided by the applicant and verified by her Veterans Service Officer (VSO) shows a DOE of 26 Jun 1958; however, the AF Form 186 is not a source document for DOE. Special Order B-1110 dated 16 Sep 1958 shows the applicant’s DOE as 15 Sep 1958 and is the official source document for DOE. Furthermore, NA Form 13038, Certification of Military Service, also reflects DOE as 15 Sep 1958. The preponderance of the relevant evidence establishes 15 Sep 1958 as the correct DOE.
