He graduated from El Camino Fundamental High School, Sacramento, CA, in 2004. In support of his request, the applicant provides a copy of his driver’s license and his High School diploma. His complete submission, with attachments, is at Exhibit A. ________________________________________________________________ _ STATEMENT OF FACTS: The applicant’s DD Form 4/1 (Enlistment/Reenlistment Document), dated 31 May 07, reflects his HOR as Island Park, Idaho The applicant AF IMT 100, Request and Authorization for Separation, and his DD Form 1966, Record of Military Processing, both reflect Island Park, Idaho, as his HOR. The remaining relevant facts pertaining to this application are contained in the letter prepared by the appropriate office of the Air Force, which is at Exhibit C. ________________________________________________________________ _ AIR FORCE EVALUATION: AFPC/DPSIPE recommends denial stating there appears to be no error or injustice regarding the applicant’s HOR. In this respect, the HOR is the location identified by the individual upon entering the service, not a location where the individual is later assigned or a location selected for convenience; a correction must be fully justified. Additionally, the Joint Federal Travel Regulation (JFTR), Volume 1, Appendix A1, part 1, states “The place recorded as the home of the individual when reinstated, reappointed, or reenlistment remains the same as the recorded when commission, appointed, enlisted or inducted, or ordered into the tour of active duty, unless there is a break in service of more than one full day. Only if a break in service exceeds one full day; may the member change the HOR.” The AFPC Enlisted Accessions Branch confirmed that the applicant initialed the DD Form 4/1 dated 31 May 07 that reflects his HOR as Island Park, Idaho. The complete DPSIPE evaluation is at Exhibit C. ________________________________________________________________ _ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 10 Jan 14 for review and comment within 30 days. As of this date, this office has received no response. ________________________________________________________________ _ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant's complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice.
