In support of his appeal, the applicant provides copies of a Hostile Fire Pay order, his DD Form 214, and a Temporary Duty (TDY) order. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force who served on active duty from 27 January 1966 to 26 May 1969. The applicant served three years and four months on active duty. His DD Form 214, issued in conjunction with his 26 May 1969 release from active duty and Air Force Form 7, Airman Military Record, reflects no Foreign Service. However, a Headquarters Marine Aircraft Group-13 order, dated 22 February 1968, indicates the applicant was entitled to hostile fire pay for the month of February 1968 for his TDY to Chu Lai Air Base, Republic of Vietnam. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denying the applicant’s request to correct his record to reflect service in Korea. DPAPP states they are able to confirm the applicant performed boots-on-the-ground service at Chu Lai Air Base, Vietnam, sometime during the month of February 1968, but are unable to determine the exact amount of time. In addition, after a thorough review of the applicant’s military service records, they found no evidence to substantiate he served in the Republic of Korea. The complete DPAPP evaluation is at Exhibit C. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: His TDY orders, dated 28 January 1968, reflect an Army Post Office (APO) #SF 96264, which stands for Kusan Air Base, Korea. The applicant’s complete rebuttal, with attachments, is at Exhibit E. ________________________________________________________________ THE BOARD RECOMMENDS THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate an error or injustice to warrant correcting his DD Form 214 to reflect the requested service. In this respect, we note that in the absence of additional documentation, i.e., TDY travel vouchers, identifying the amount of Foreign Service he performed, we find no basis upon which to recommend favorable consideration of his request to correct his DD Form 214, issued in conjunction with his 26 May 1969 release from active duty, to reflect his service in the RVN and Korea. 4. Notwithstanding the above, however, we find sufficient relevant evidence has been presented to demonstrate an error in regard to the applicant’s request to correct his record to show he had “boots-on-the-ground” in the Republic of Vietnam (RVN) and Korea. We note that AFPC/DPAPP has verified the applicant served at Chu Lai Air Base, RVN in February 1968; however, they were unable to confirm the exact dates he served. Based on the applicant’s submission of TDY Order T-408, dated, 28 January 1968, indicating his TDY permanent duty station at APO SF 96264 (Kusan Air Base, Korea), we believe he has provided sufficient evidence to establish that he had “boots-on-the-ground” in both the RVN and Korea. Based on the foregoing, we recommend the applicant’s record be corrected as indicated below. However, neither of the source documents provided confirm the exact dates the applicant served in the RVN or Korea. If the applicant were to provide source documents, such as the TDY travel vouchers, identifying the exact dates, the amount of Foreign Service time could be verified. ________________________________________________________________ THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that he had boots-on-the-ground at Chu Lai Air Base, Republic of Vietnam, and Kusan Air Base, Korea, in 1968. ________________________________________________________________ The following members of the Board considered AFBCMR Docket Number BC-2013-04864 in Executive Session on 12 June 2014, under the provisions of AFI 36-2603: All members voted to correct the records, as recommended.
