RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2013-04966 COUNSEL: NONE HEARING DESIRED: NO ________________________________________________________________ APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, Block 11, Primary Specialty, be amended to reflect Air Force Specialty Code (AFSC) “T2A573A, Instructor, 2005 to 2009.” ________________________________________________________________ APPLICANT CONTENDS THAT: His primary specialty work history does not reflect a “T” prefix for the Field Training Detachment (FTD) position he held from 2005 to 2009. His work history in the Military Personnel Data System (MilPDS) is inaccurate. He held the position for 3.5 years longer than reflected in his duty history. In support of his request, he provides copies of his DD Form 214, AF Forms 910, Enlisted Performance Report (EPR) (AB thru TSgt); AF Form 899, Request and Authorization for Permanent Change of Station-Military and his Date Eligible for Return from Overseas (DEROS) Approval Notification. The applicant’s complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: On 29 Sep 93, he entered active duty. His DD Form 214, Block 11 reflects “2A271, SOF/PR Integrated Comm/Nav/Mission System Crafts, 17 years and 10 months; 8H000, Airmen Dorm Leader, 2 years.” On 30 Sep 13, he was retired. He served 20 years and 2 days on active duty. ________________________________________________________________ THE AIR FORCE EVALUATION: AFPC/DPSIC recommends approval with modifications. The DD Form 214 should read “AFSC 2A271, SOF/PR Integrated Comm/Nav/Mission System Craftsman, 14 years and 1 month and AFSC TA271, Formal Training Instructor, SOF/PR Integrated Comm/Nav/Mission System Craftsman, 3 years and 9 months.” Missing from the EPRs provided by the applicant but located in his Automated Records Management System (ARMS) is an additional EPR with the same Duty Air Force Specialty Code (DAFSC) of T2A553A for the period of 15 Sep 07 to 14 Sep 08. An additional EPR in ARMS contains the same DAFSC but a different unit with only 136 days of supervision for the period of 15 Sep 10 to 14 Sep 11. It is inconclusive whether he actually performed T2A573A duties during this period. Given the periods of service he performed instructor duty (14 Jan 05 to 14 Sep 08) was not identified on his DD Form 214, Block 11, the current information is incorrect. On 1 Aug 12, AFSC 2A573A was converted to AFSC 2A271. Therefore his T-prefix to denote instructor duty should be reflected separately. To do this, the period of service (17 years and 10 months) associated with AFSC 2A271 should be decremented by 3 years and 9 months to read 14 years and 1 month. AFSC T2A271, Formal Training Instructor, SOF/PRF Integrated Comm/Nav/Mission System Craftsman, 3 years and 9 months should be added. The complete DPSIC evaluation, with attachments, is at Exhibit B. ________________________________________________________________ APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION: On 14 Feb 14, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days. As of this date, this office has not received a response (Exhibit C). ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice to warrant relief. We note the applicant requests his DD Form 214 be amended to reflect he performed the duties from 2005 to 2009. However, after carefully reviewing this application, we agree with the recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of either an error or an injustice.
