AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

APPLICANT REQUESTS THAT:

1.  Her Permanent Change of Station (PCS) code used to affect her reassignment in the local area be changed to a low cost code.

2.  Her Date Arrived Station (DAS) be changed to 8 December 2008.


APPLICANT CONTENDS THAT:

She did not change her residence upon departure from her previous duty station and did not file for any PCS entitlements.  
The change in her DAS prevents her from a Joint Spouse assignment due to insufficient time on station.

In support of her request, the applicant provides a personal statement and copies of AF Form 899, Request and Authorization 
for Permanent Change of Station - Military and a Travel Voucher Summary.

STATEMENT OF FACTS:

According to Special Order No. AG-118947, dated 15 July 2013, the applicant had a close proximity move in the Washington DC area.


AIR FORCE EVALUATION:

AFPC/DPAPSF recommends approval.  Although the applicant has a fully funded PCS order made consistent with normal PCS selection 
criteria, she did not change her residence and a low-cost PCS would have been in the best interest of both the member and the 
Air Force.  The applicant would likely have been approved for a low-cost PCS had she known about the program and submitted the required documents.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:

On 28 February 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 
30 days.  As of this date, no response has been received by this office (Exhibit D).


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting 
relief.  Having carefully reviewed this application, we agree with the recommendation of the Air Force office of primary 
responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of 
either an error or an injustice.  Therefore, we recommend the applicant's records be corrected as set forth below.


THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that:

      Her  AF Form 899, Request and Authorization for Permanent Change of Station - Military, dated 15 July 2013, be amended in 
Block 19, Authority and PCS Code, to reflect a PCS fund code of "V" rather than "E" and in Block 18, "PCS Expense Chargeable To" 
be amended to reflect the applicable PCS fund cite for a low-cost PCS.

      Her Date Arrived Station/Date Departed Last Duty Station be changed to reflect 8 December 2008, rather than 29 August 2013.
