He was awarded the Air Force Overseas Ribbon – Short Tour. 2. He was awarded the Air Force Overseas Ribbon – Long Tour. 3. His correct Foreign/Sea Service time. ________________________________________________________________ APPLICANT CONTENDS THAT: He would like his records corrected. In support of his request, the applicant provides a personal statement, copies of the award criteria for the requested awards, his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge. The applicant's complete submission, with attachments, is at Exhibit A. ________________________________________________________________ STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force who served from 16 March 1962 through 15 March 1966. He was credited with 5 months, and 13 days of Foreign Service. Upon review of his records, the applicant’s entitlement to the Air Force Outstanding Unit Award, Air Force Longevity Service Award and the National Defense Service Medal was verified. His record will be updated accordingly upon final Board action. ________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPAPP recommends denial of the applicant’s request to update his Foreign Service. Although his DD Form 214 reflects 5 months and 13 days of Foreign Service, the location of that service could not be verified. The complete DPAPP evaluation is at Exhibit C. AFPC/DPSID recommends denial of the applicant’s request for the Air Force Overseas – Long Tour and the Air Force Overseas – Short Tour. The Air Force Overseas Ribbon was authorized by the Chief of Staff, United States Air Force on 12 October 1980. The ribbon was authorized to be awarded to Air Force and Air Force Reserve members credited with an overseas tour on or after 1 September 1980. Only individuals serving on active duty as of 6 January 1986 are eligible to have the Air Force Overseas Ribbon applied retroactively for completion of an overseas tour. The applicant served on active duty from 16 March 1962 to 15 March 1966, several years before the authorization date for the award of the Air Force Overseas Ribbon, rendering him ineligible. The complete DPSID evaluation is at Exhibit D. ________________________________________________________________ APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 15 May 2014, for review and comment within 30 days (Exhibit E). As of this date, this office has received no response. ________________________________________________________________ THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the available evidence of record in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force offices of primary responsibility and adopt their rationale as the basis for our conclusion that the applicant is not entitled to the relief he seeks.
