APPLICANT CONTENDS THAT: Her primary specialty on her DD Form 214 is incorrect. The applicant's complete submission is at Exhibit A. STATEMENT OF FACTS: On 31 October 2013, the applicant was relieved from active duty and retired on 1 November 2013, in the grade of lieutenant colonel under the provisions of AFI 36-3203 (Vol Retirement: Sufficient Service for Retirement). She served 28 years and 18 days of active service. The applicant’s DD Form 214 with a separation date of 31 October 2013, item 11, Primary Specialty, reflect M46A3, Medical Service Specialty, Nursing Administrator, 1 year; M46S3, Medical Service Specialty, Operating Room Nurse, 25 years; and 46N3, Clinical Nurse, 2 years. AIR FORCE EVALUATION: AFPC/DPSIC recommends partial relief. DPSIC states the applicant’s DD Form 214, item 11, should read 46S3, Operating Room Nurse, 19 years and 2 months; 46N3, Clinical Nurse, 5 years and 11 months and 46A3 Nursing Administration, 2 years and 10 months. AFI 36-2101, Classifying Military Personnel (Officer and Enlisted), paragraph 3.1 provides Air Force policy on duty AFSC determination: “Designating a Duty AFSC (DAFSC). A DAFSC, including prefixes, suffixes, and skill levels, must match the authorized unit manpower document (UMD) position. An officer’s DAFSC must match an awarded AFSC, either entry, qualified, or staff, except for the officer’s qualification level.” Finally, the Air Force Officer Classification Directory provides Air Force policy regarding use of the “M” prefix, Medical Service Specialist: “Prefix M identifies officers certified by an appropriate American Specialty Board or other board acceptable to the Air Force Surgeon General. See AFI 41-104, Professional Board and National Certification Examinations, for a list of approved boards and certification procedures for award of prefix M. Do not use prefix on manning documents. Do not affix to the Duty AFSC of officers. [Emphasis added] Award and affix to the awarded AFSC (primary, second, or third) in which the officer has received certification. [Emphasis added] Delete this prefix upon award of prefix H. In the medical career area, use only with qualified (4XX3X) awarded AFSCs.” The applicant’s duty history (captures duty AFSC, start date for that duty entry and the individual’s duty title (not specialty title) from the Military Personnel Data System (MilPDS) covering her career. Only complete years and months of service are used to determine the periods of service. Note: The M prefix was not authorized for inclusion in the authorized AFSC on manning documents or for the medical officer’s DAFSC. This exclusion then extends to applicant’s duty history and the DD Form 214, block 11. The complete AFPC/DPSIC evaluation, with attachments, is at Exhibit B. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 15 September 2014, a copy of the Air Force evaluation was forwarded to the applicant for review and response within 30 days (Exhibit C). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice warranting partial relief. We took note of the applicant’s complete submission in judging the merits of the case and agree with AFPC/DPSIC recommendation and adopt their rationale as the basis for our conclusion that the applicant has been the victim of an error or injustice. As such, we recommend her records be corrected to the extent indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to APPLICANT be corrected to show that the DD Form 214, Certificate of Release or Discharge from Active Duty, issued in conjunction with her 31 October 2013 separation, be amended in Item 11, Primary Specialty, to include 46S3, Operating Room Nurse, 19 years and 2 months; 46N3, Clinical Nurse, 5 years and 11 months and 46A3 Nursing Administration, 2 years and 10 months.
