RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-00029 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His Date of Rank (DOR) to the grade of Airman First Class (A1C) be changed from 20 Nov 13 to 20 Jun 13. APPLICANT CONTENDS THAT: Under the incentive program offered by the Air National Guard when he enlisted he was eligible to enlist as an A1C. His DOR to the grade of A1C should be the date he graduated from high school on 20 Jun 13. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 14 Feb 13, the applicant enlisted in the Air National Guard in the grade of Airman Basic (AB/E-1). According to the documentation submitted by the applicant, under Special Order A0-12, dated 20 Nov 13, the applicant was promoted to the grade of A1C, effective 20 Nov 13. The remaining relevant facts pertaining to this application are described in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is included at Exhibit C. AIR FORCE EVALUATION: NGB/A1PP recommends approval of the applicant’s request to change his DOR to A1C. In accordance with ANGI 36-2002, Enlistment And Reenlistment In The Air National and as a Reserve of the Air Force, Table 1.6, Rule 5, the applicant enlisted in an Air Force Specialty Code (AFSC) in the Critical Skills Program (CSP) promotion and, therefore, was eligible to enlist in the grade of A1C. The Fiscal Year 2013 Recruiting and Retention Initiatives memorandum from the National Guard Bureau confirms the applicant was authorized to enlist in the grade of E-3 with the date of rank of 20 Jun 13. A complete copy of the NGB/A1PP evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 21 Jul 14 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Sufficient relevant evidence has been presented to demonstrate the existence of an injustice. We took notice of the applicant's complete submission in judging the merits of the case and agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief should be granted. Therefore, we recommend the applicant’s record be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show his date of rank to the grade of Airman First Class is 20 June 2013, instead of 20 November 2013.
