RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01531 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: Her last four fitness assessments, dated 3 April 2013, 3 July 2013, 1 October 2013 and 31 December 2013, be removed from the Air Force Fitness Management System (AFFMS). APPLICANT CONTENDS THAT: She has severe asthma and has been on a no run profile for the past 12-plus years. Without explanation, her profile was not extended for her last assessment. She feels the failures are unjust due to her medical condition. How can she be expected to run and pass the test after not doing so for over 12 years? The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is a former member of the Regular Air Force who served from 9 April 1997 through 30 September 2014 when she was honorably discharged in the rank of staff sergeant. In accordance with AFI 36-2905, Fitness Program, unit commanders must make a discharge or retention recommendation to the separation authority once an airman receives four unsatisfactory scores in a 24-month period and a military medical provider has reviewed the airman’s medical records to rule out medical conditions precluding the airman from achieving a passing score. If the separation authority disagrees with the unit commander’s retention recommendation, discharge action is initiated pursuant to applicable discharge instruction. There is no medical evaluation following multiple unsatisfactory fitness assessments in a member’s records. Therefore, DPSID cannot determine if the applicant failed due to a medical condition. The applicant would have failed three out of the last four assessments regardless of the cardio exemptions due to failing the abdominal circumference for the fitness assessments dated 3 April 2013, 1 October 2013 and 31 December 2013. There is no justification the applicant failed her last four fitness assessments due to a medical condition. The complete AFPC/DPSIM evaluation, with attachment, is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluations was forwarded to the applicant on 20 March 2015 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility (OPR) and adopt its rationale as the basis for our conclusion and find the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
