RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-01564 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Armed Forces of the United States Report of transfer or Discharge, be updated to reflect his deployment to Anderson Air Force Base, Guam which began 23 Mar 66 for a total of 38 days. APPLICANT CONTENDS THAT: He needs to provide proof he was in Guam during the Vietnam War providing direct combat support so that he can display the ribbons on his honor guard uniform and to allow him to join the local chapter of Veterans of Foreign War (VFW). In support of his request, the applicant submits a copy of his DD Form 214 and AF Form 7, Airman Military Record. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 31 May 62. The applicant’s AF Form 7, Airman Military Record, Foreign Service Summary, reflects a Temporary Duty of 38 days on 23 Mar 66. On 27 May 66, the applicant was furnished an Honorable discharge, and was credited with 3 years, 11 months, and 27 days of active service. The applicant’s DD Form 214 reflects no Foreign Service. The remaining relevant facts pertaining to this application are described in the memoranda prepared by the Air Force offices of primary responsibility (OPR), which are included at Exhibits C and D. AIR FORCE EVALUATION: ARPC/DPTS recommends denial indicating there is no evidence of an error or an injustice. They completed a review of the applicant’s records and could not locate any documents that verify he participated in any contingency or deployments. A complete copy of the AFPC/DPTS evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 21 Oct 14, the applicant submitted a letter that contends he was stationed at Turner Air Force Base, Georgia, attached to the 4138 Strategic Wing. He states his unit deployed to Anderson Air Force Base, Guam under the 4133 Provisional Bombing Group on 23 Mar 66. He was there for 38 days. He believes there must be a log or some way to show his deployment time (Exhibit E). THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. After a thorough review of the evidence of record and the applicant’s complete submission, to include his rebuttal comments, we believe the applicant is the victim of an error. While we note the comments of AFPC/DPTS indicating that relief should be denied, we note a 23 March 1966 Temporary Duty of 38 days annotated under the Foreign Service Summary section on the applicant’s AF Form 7, Airman Military Record, which coincides with the information he provided. Additionally, a review of the Wing’s Lineage revealed that in 1966 all wing aircraft, crews, wing headquarters personnel and most wing support personnel deployed for combat operations over Vietnam. The Board believes these facts along with the details provided by the applicant establish the preponderance of evidence necessary to take corrective action. Therefore, we recommend the applicant’s records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the applicant be corrected to show that he had boots on the ground service at Anderson AFB, Guam from 23 March 1966 through 30 April 1966 and, as a result, his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge, Item 24c, Foreign and/or Sea Service, be corrected to reflect 0 years, 1 month and 8 days.
