RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03556 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His Promotion Recommendation Form (PRF) be considered by the next supplemental promotion board. APPLICANT CONTENDS THAT: His signed PRF was presented and completed to HQ AFRC/A1 within the allotted administrative time frame. Due to administrative errors within HQ ARPC, his PRF was not presented to the June 2014 promotion board for consideration. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant is currently serving in the Air Force Reserve (USAFR) in the grade of major. The applicant’s senior rater submitted a PRF on the applicant for the CY14 Lieutenant Colonel USAFR Line and Non-line Central Selection Board. The subject PRF was not properly processed and presented to the promotion board. The remaining relevant facts pertaining to this application are described in the letter prepared by the Air Force office of primary responsibility (OPR), which is included at Exhibit B. AIR FORCE EVALUATION: ARPC/PB recommends approval. PB states though the PRF was not received by ARPC/PB before the established suspense date mandated in the published convening notice, however, the error was not caused by the senior rater or applicant. HQ ARPC/PB provides board convening notices several months prior to the board. The convening notice, announcing the convening of the selection board, was released to all Military Personnel Sections (MPS) on 10 January 2014. Contained in the convening notice is the deadline for submission of PRFs nominating officers for Position Vacancy (PV) consideration (25 April 2014). The HQ AFRC/A1KP letter, contained in the applicant’s request, states the PRF was received by them on 21 April 2014, but due to an administrative error, was not properly submitted by them. The letter also states the error was not identified until 22 August 2014, well after the board had adjourned. A complete copy of the ARPC/PB evaluation is at Exhibit B. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 10 October 2014 for review and comment within 30 days (Exhibit C). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application is timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case and agree with the opinion and recommendation of the Air Force OPR and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. We note that due to administrative errors, through no fault of the applicant or senior rater, the applicant’s PRF was not received by ARPC/PB before the established suspense date. Therefore, we recommend the applicant’s records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT, be corrected to show that: a. The Promotion Recommendation Form (PRF), AF Form 709, prepared for the Calendar Year 2014A (CY14A) USAFR Lieutenant Colonel Position Vacancy (PV) Promotion Selection Board was accepted for file in his Officer Selection Record on 21 April 2014. b. It is further directed that his record, to include the attached PRF, be considered for promotion to the grade of lieutenant colonel by a Special Board for the CY14A USAFR Lieutenant Colonel Position Vacancy (PV) Promotion Selection Board.
