RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-03984 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His award effective dates for his Air Force Specialty Codes (AFSCs) 4N071 and 8F000 were entered incorrectly in the Virtual Military Personnel Flight (vMPF). APPLICANT CONTENDS THAT: The 4N071 and 8F000 AFSC award dates were entered incorrectly in vMPF and need to be corrected to accurately reflect his career military records, and even more importantly, for retirement and pay. The applicant provides copies of his AF Form 2096s (Classification/On-The-Job Training Action) reflecting the AFSC changes. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the regular Air Force on 06 Sep 89. On 05 Sep 93, the applicant was furnished an honorable discharge, and was credited with 4 years of active service. On 07 Jul 94, he enlisted as a 4N051 (Nursing Assistant) with the Air National Guard, 152nd MEG SQ, in Reno, NV. On 8 Jun 97, he was awarded the 4N071 AFSC (primary). On 7 Mar 98, he was promoted to Technical Sergeant and the 4N071 became his duty AFSC. On 2 Apr 00, he was awarded the 8F000 (First Sergeant) AFSC and assigned as a First Sergeant. On 6 Oct 02, he was awarded 4N071 as his primary and duty AFSC and the 8F000 as his secondary AFSC. On 30 Nov 02, he was honorably discharged from the Nevada Air National Guard and transferred to the 752nd MDS, March ARB, CA. On 01 Dec 02, he was awarded 8F000 as his primary and duty AFSC with his new unit. On 10 October 08, he was appointed by the Air National Guard in AFSC 45N1, Anesthesiologist, in the grade of Captain. He currently serves as a Flight Surgeon in the grade of Major. AIR FORCE EVALUATION: NGB/A1P recognizes two incorrect AFSC award effective dates in the applicant’s MilPDS record and recommends the applicant’s unit submit his request with supporting documents through the NGB’s Case Management System (CMS) to “Guard AFPC POC” to correct. A complete copy of the NGB/A1P evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 24 Nov 15 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has not exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice. In this respect, we note this Board is the highest administrative level of appeal within the Air Force. As such, an applicant must first exhaust all available avenues of administrative relief provided by existing law or regulations prior to seeking relief before this Board, as required by the governing Air Force Instruction. The Air Force office of primary responsibility has reviewed this application and indicated there is an available avenue of administrative relief the applicant has not first pursued. In view of this, we find this application is not ripe for adjudication at this level as there exists a subordinate level of appeal that has not first been exhausted. Therefore, in view of the above, we find no basis to recommend granting the relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified that all available avenues of administrative relief have not been exhausted; and the application will only be reconsidered upon submission of documentary evidence indicating that said avenues of administrative relief have been exhausted.
