RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04026 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: 1. His Term of Enlistment (TOE) be changed from two years to six years. 2. His Expiration Term of Service (ETS) be changed from 11 Apr 16 to 11 Apr 20. APPLICANT CONTENDS THAT: He reenlisted during a period where an incentive was available; however, he was never informed of his eligibility because the official notification had not been released. In support of his requests, the applicant provides copies of DD Form 4/1, Enlistment/Reenlistment Document Armed Forces of the United States and a bullet background paper. The applicant’s complete submission, with attachments, is at Exhibit A STATEMENT OF FACTS: On 12 Apr 14, the applicant reenlisted in the Air Force Reserves (AFR) for a period of two years. AIR FORCE EVALUATION: AFRC/A1K recommends approval. After a careful review of the documentation provided by the applicant and documents retrieved from the Military Personnel Data System (MilPDS), it appears the applicant was misinformed regarding his eligibility for an incentive for the Fiscal Year 2014 (FY14) Critical Skills Incentives. His Air Force Specialty Code (AFSC) 2A551 (Aerospace Maintenance) was identified on the FY14 incentive list and the incentive list is retroactive to 1 Oct 13, for all members who qualify for a reenlistment bonus. A1K recommends approval based on AFI 36-2638, Air Force Reserve Enlisted Incentives, the FY14 Critical Skills Incentives list and the command’s policy to retroactive the reenlistment bonus for all members who qualify under this program. Should the Board elect to grant the applicant’s request, his DD Form 4, Enlistment/Reenlistment Document Armed Forces of the United States, should be corrected to reflect six years. The Military Personnel Data System (MilPDS), Term of Enlistment (TOE) should be updated to reflect six years. The Expiration Term of Service (ETS) should reflect 11 Apr 20. The complete A1K evaluation, with attachments, is at Exhibit B. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 11 Jun 15, for review and comment within 30 days (Exhibit C). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. Having carefully reviewed this application, we agree with the recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of either an error or an injustice. Therefore, we recommend the applicant's records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that: a. His DD Form 4, Enlistment/Reenlistment Document Armed Forces of the United States, dated 12 April 2014, be corrected to reflect 6 years instead of 2 years (Section B). b. The Military Personnel Data System (MilPDS), Term of Enlistment (TOE) be updated to reflect six years. c. His Expiration Term of Service (ETS) be corrected to reflect 11 April 2020.
