RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04428 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: 1. The Air Force Outstanding Unit Award (AFOUA) be added to her DD Form 214, Certificate of Release or Discharge from Active Duty (Administratively Resolved). 2. Her Primary Air Force Specialty Code (PAFSC) of 2T251 be corrected to reflect her 7-skill level classification of 2T271. APPLICANT CONTENDS THAT: She took and passed the test for award of her 7-skill level classification while in Iraq; however her records were not updated. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant served in the Air Force Reserve in the grade of Staff Sergeant (E-5) during the period of time in question. On 30 Apr 07, the applicant was upgraded to the 5-skill level. On 28 Jul 12, the applicant was honorably discharged. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSIC recommends denial of the applicant’s request to change the AFSC information on her DD Form 214, indicating there is no evidence of an error or an injustice. In accordance with AFI 36-3203, Service Retirements, Separation documents states to “Enter the Primary AFSC (PAFSC) and all additional AFSCs in which the member served for 1 year or more, during member’s continuous active military service. In each AFSC, show the highest skill level in which the member performed duties. For each AFSC give the AFSC title (Not Duty Title) with the years and months of service.” After a review of the applicant’s record, no documentation was found to support that she was ordered to active duty to serve in AFSC 2T271. The applicant possibly confuses service in the 7- skill level AFSC for DD Form 214, section 11 purposes with qualification for award of the 7-skill level AFSC. A complete copy of the AFPC/DPSIC evaluation is at Exhibit C. ARPC/DPTS recommends denial of the applicant’s request to change the skill level on her DD Form 214. Per AFI 36-3202, Separation Documents, the DD Form 214, provides separating members with brief, clear records of their active military service at the time they are transferred, released, discharged, or retired. The end date of the applicant’s DD Form 214 is 15 Jan 09 and her 7 skill level classification was not awarded until after the timeframe of the DD Form 214. A review of the record determined that the applicant meets the criteria for award of the AFOUA. Upon final board decision her record will be administratively corrected. A complete copy of the ARPC/DPTS evaluation is at Exhibit D. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: Copies of the Air Force evaluations were forwarded to the applicant on 25 Feb 15, for review and comment within 30 days (Exhibit E). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinions and recommendations of the Air Force offices of primary responsibility (OPR) and adopt their rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. We note the Air Force OPR has determined the applicant’s eligibility for the Air Force Outstanding Unit Award (AFOUA), and will correct her records administratively. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
