RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-04985 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His DD Form 214, Certificate of Release or Discharge from Active Duty, be amended to include the Master Explosive Ordnance Disposal (EOD) Badge. APPLICANT CONTENDS THAT: He was given verbal approval to wear the master badge and received written authorization that he earned the badge after he was retired. In support of his request, the applicant provides a letter dated 7 November 2014 from the Joint Base Lewis-McChord EOD Flight Chief endorsed by the Air Force EOD Career Field Manager (CFM). The applicant’s complete submission, with attachment, is at Exhibit A. STATEMENT OF FACTS: On 28 October 2014, the applicant was retired with a narrative reason for separation of “Disability, Permanent.” His DD Form 214 reflects his primary specialty as 3E851, Explosive Ordnance Disposal, with 12 years and 5 months experience. AIR FORCE EVALUATION: AFPC/DPSIM recommends approval. The applicant provides a memorandum endorsed by his flight chief and the AF EOD CFM validating authorization for the Master EOD Badge. A complete copy of the AFPC/DPSIM evaluation is at Exhibit C. ? APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 9 March 2015 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. Having carefully reviewed this application, we agree with the recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our decision that the applicant has been the victim of an error or an injustice. Therefore, we recommend the applicant’s records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that his DD Form 214, Certificate of Release or Discharge from Active Duty, issued in conjunction with his retirement on 28 October 2014, be amended in Item 13, Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized, to include the Master Explosive Ordnance Disposal Badge.
