RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-00371 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: He be awarded the following decorations: 1.  The Southwest Asia Service Medal (SWASM). 2.  The Kuwait Liberation Medal-Kuwait (KLM-K). 3.  The Kuwait Liberation Medal-Saudi Arabia (KLM-SA). APPLICANT CONTENDS THAT: He served in support of Operation DESERT STORM and Operation DESERT SHIELD during the period 1 Aug 90 through 30 Apr 92. He retired before these medals were authorized, and he was never notified he qualified. The applicant’s complete submission, with attachment, is at Exhibit A. STATEMENT OF FACTS: The applicant initially entered the Regular Air Force on 2 Apr 62. On 1 May 92, the applicant retired after serving 30 years and 29 days of total active service. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit C. AIR FORCE EVALUATION: AFPC/DPSID recommends denial indicating there is no evidence of an error or an injustice. The SWASM is awarded to members of the United States Armed Forces who served in support of Operation DESERT STORM or DESERT SHIELD between 1 Aug 90 and 30 Nov 95, in one or more of the following areas: Persian Gulf, Red Sea, Gulf of Oman, Gulf of Aden, that portion of the Arabian Sea that lies north of 10 degrees north latitude and west of 68 degrees east longitude, and the land areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar and the United Arab Emirates, or individuals serving in Egypt, Israel, Turkey, Syria and Jordon directly supporting combat operation between 17 Jan 91 and 30 Nov 95. The KLM-SA is awarded to those members who participated in Operations DESERT STORM between 17 Jan 91 and 28 Feb 91, in one or more of the following areas: Persian Gulf, Red Sea, Gulf of Oman; that portion of the Arabian Sea that lies north of 10 degrees north latitude and west of 68 degrees east longitude, Gulf of Aden; or the total land areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar and the United Arab Emirates. The KLM-K is awarded to those members who participated in Operations DESERT STORM and DESERT SHIELD and the liberation of Kuwait. To be eligible, military personnel must have served between 2 Aug 90 and 21 Aug 93, in one or more of the following areas: the Persian Gulf, the Red Sea, the Gulf of Oman, that portion of the Arabian Sea that lies north of 10 degrees north latitude and west of 68 degrees east latitude; the Gulf of Aden or the total land areas of Iraq, Saudi Arabia, Oman, Bahrain, Qatar, and the United Arab Emirates. A thorough review of the applicant’s official military personnel record failed to reveal any documentation which substantiates the applicant was awarded the SWASM, KLM-SA, or KML-K. The Defense Finance and Accounting System could not verify the applicant received hostile fire/imminent danger pay, nor could they verify the applicant was in the area of responsibility during the award inclusive period for award of the requested decorations. A complete copy of the AFPC/DPSID evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 9 Jul 15, for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1.  The applicant has exhausted all remedies provided by existing law or regulations. 2.  The application was timely filed. 3.  Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendations of AFPC/DPSID and adopt its rationale as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
