APPLICANT CONTENDS THAT: His combat deployments are not shown on his DD Form 214. The applicant’s complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: On 5 July 2006, the applicant entered the Regular Air Force. On 4 May 2014, the applicant was furnished an honorable discharge, and was credited with 4 years, 4 months, and 29 days of Foreign Service. In a letter dated 19 August 2015, AFPC/DPAPP advised the applicant that the Foreign Service time reflected on his DD Form 214 is correct. Additionally, they verified that he had boots on the ground Foreign Service time in Iraq from 1 October 2008 to 2 January 2009 for three months and two days and from 29 May 2009 to 2 September 2009, for three months and five days. Since specific locations are not annotated on a member’s DD Form 214, the applicant was informed to use their letter as proof of “boots on ground” for Iraq. In a letter dated 12 December 2015, AFPC/DPSOR advised the applicant that AFI 36-3202, Separation Documents, does not allow the listing of foreign countries, deployment locations, combat service locations, or related specifics on a DD Form 214. However, the listing of participation in military operations is authorized. AIR FORCE EVALUATION: AFPC/DPSOR recommends denial indicating there is no evidence of an error or an injustice. Neither DoDI 1336.01, Certificate of Release or Discharge from Active Duty (DD Form 214/5 Series), or AFI 36-3202, Separation Documents, authorize the DD Form 214 to reflect deployments by location. The DoDI further states that combat training should not be recorded on a DD Form 214. Participation in a combat deployment can be recorded by referencing operational names associated with the respective mission. AFPC/DPSOR does not have the authority to determine operational names or participation. AFPC/DPAPP confirms the applicant had boots on ground in Iraq and validates the cumulative time in country is accurately recorded on the applicant’s DD Form 214. For those instances where the applicant wishes to show proof of participation in a specific combat deployment, the letter prepared by AFPC/DPAPP serves as proof of that service. A complete copy of the AFPC/DPSOR evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: On 9 December 2015, a copy of the Air Force evaluation was forwarded to the applicant for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt the rationale expressed as the basis for our conclusion the applicant has not been the victim of an error of injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the requested relief. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of material error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
