RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2015-00631 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: He receive payment of nuclear special duty assignment pay (SDAP) from 1 October 2014 until the end of his enlistment on 17 January 2015. APPLICANT CONTENDS THAT: His AF Form 2096, Classification-on-the-Job Training Action, for SDAP was not processed by the Military Personnel Section prior to his date of separation. According to the AF Form 2096, his pay should have started 1 October 2014 at a rate of $150 per month. The applicant's complete submission, with attachments, is at Exhibit A. STATEMENT OF FACTS: The applicant enlisted in the Regular Air Force on 18 January 2011. On 10 October 2014, as documented by AF Form 2096, Classification/On-The-Job Training Action, the applicant’s commander or representative approved the applicant for SDAP, effective 1 October 2014. On 17 January 2015, the applicant was released from active duty and transferred to the Air Force Reserve in the grade of senior airman. He was credited with four years of active service. AIR FORCE EVALUATION: AFPC/DPSIM recommends approval. DPSIM states there is sufficient evidence to determine the applicant was entitled to SDAP in the amount of $150 per month from 1 October 2014 until his date of separation. AFI 36-3017, Special Duty Assignment Pay (SDAP) Program, effective 1 October 2014, Table 2, Designated SDAP Duties and Pay Ratings, Rule 66, allows the SDAP rating when: - The duty assignment is Missile Maintenance (2M0XX) serving in positions supporting Intercontinental Ballistic Missile (ICBM) and/or Air Launched Cruise Missile (ALCM) operations. - The member meets eligibility criteria of paragraph 1 and member is in AFSC 2M0XX. - Individuals upon completion of assigned work center qualification/certification (core or JQS tasks) assigned to ICBM or ALCM (to include Bombers) operational weapon system work centers, on mobility and/or who infrequently visit missile field, and assigned to PAS Code Based on the review of the applicant’s evidence and SDAP guidance, they conclude the applicant did meet criteria for SDAP. The applicant’s unit commander approval on the AF Form 2096 signifies the applicant met the SDAP criteria listed under rule 66. The applicant was approved on 10 October 2014 with an effective date of 1 October 2014. The approval rate was SD-2 in the amount of $150 for AFSC 2M052 under rule 66. Furthermore, the applicant’s DD Form 214 shows his last duty of assignment was F.E. Warren AFB Z9PAS code: FWGSFG8Z) and that he held AFSC 2M052, Missile and Space Systems Maintenance, until his date of separation on 17 January 2015. The complete AFPC/DPSIM evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 19 June 2015 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application was timely filed. 3. Sufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. We took notice of the applicant’s complete submission in judging the merits of the case and agree with the opinion and recommendation of the Air Force OPR and adopt its rationale as the basis for our conclusion the applicant has been the victim of an error or injustice. Therefore, we recommend the applicant’s records be corrected as indicated below. THE BOARD RECOMMENDS THAT: The pertinent military records of the Department of the Air Force relating to the APPLICANT be corrected to show that he was entitled to special duty assignment pay in the amount of $150.00 per month from 1 October 2014 until his release from active duty on 17 January 2015.
